1. Background

The U.S. General Services Administration (GSA), Office of the General Counsel (OGC), Real Property Division is responsible for advising GSA, Public Buildings Service (PBS) with regards to contract claims arising from GSA contracts and leases; representing PBS in contract disputes litigated before the U.S. Civilian Board of Contract Appeals (CBCA); and assisting the U.S.

Department of Justice in cases filed before the U.S. Court of Federal Claims. The contract disputes involving PBS matters typically relate to the design, construction and/or operation of federal buildings, and involve both claims asserted by GSA against contractors, and claims asserted by contractors against GSA.
