1. BACKGROUND
GSA requires enhancements to the GSA Enhanced Check Out Version 2 (GECO2) application to implement automatic password expiration, and to accommodate a 4 character store subcode.
Utilizing Agile methodologies to perform the enhancements shall also include collaborative testing with GSA and security vulnerability testing and remediation. If applicable and mutually agreed to by GSA and the Contractor, the development cycle may occur over multiple Sprints.
2. OBJECTIVE
The Contractor shall follow SCRUM processes that include:
● Host a Sprint planning session to review the requirements and development schedule.
● Participate in 15 minutes daily “scrum” calls to review the progress of each task.
GSA will provide the SCRUM Master.
● Conduct design review meetings as necessary per the schedule to review the proposed design for each requirement. The outcome of the meetings will ultimately be GSA’s approval of the design.
● Complete unit and system testing after development is complete for each Sprint.
● Provide GSA updated documentation including User Manuals and Release Notes to the GSA test team prior to the start of validation testing.
● Support the GSA test team in conducting validation testing.
● Move all approved changes to Production after successful completion and approval of validation testing.
Move the deployed code to the GSA code library immediately after deployment.
3. REQUIREMENTS
The following describes the requirements for password expiration and the additional store subcodes.
3.1 AUTOMATIC PASSWORD EXPIRATION REQUIREMENTS
● GSA requires the Contractor to modify GECO2 to comply with the System Security Plan, section 1.1.1 IA-5: Authenticator Management, sub item “g”:
Changing/refreshing authenticators [60 days for United States Government Configuration Baseline (USGCB) and 90 days for all other password based authenticators].
o GECO2 shall track the last date the users’ password changed, initializing it with the date the account was created.
o GECO2 shall notify a user at 14 days prior, 7 days prior, and 1 day prior to expiration that they need to reset their password, and provide a link to accomplish the reset. GSA shall create the email that will be sent to users.
o GECO2 shall temporarily disable an account if the user does not reset the password before the expiration date. There is no requirement for notifying the user that her/his account has been disabled. The Contractor will generate a disabled account report for GSA on an as-needed basis via a ServiceNow ticket.
GECO requires that the user contact the GSA ServiceNow GECO2 Help Desk to reset her/his password after an account has been disabled.
3.2 STORE SUBCODES
● GSA requires that the Contractor create or modify the store subcode field in GECO to allow additional characters (up to 4) to be used to precisely identify the location where a GECO2 transaction originated. The 4-position code is optional and not required for all stores.
o The Contractor shall modify the store subcode field to accept up to 4 alphanumeric characters.
o The store subcode will with the appropriate mapping to location will be provided by GSA after contract award.
o Contractor shall provide a mechanism to identify the specific location a cashier has signed into the GECO2 application for locations that implement the 4 character subcode. Possible solutions:
▪ Give cashier a drop down to select specific location (locations will be provided after contract award).
▪ During sign in, select which Mega Center the register is located.
o The Contractor shall concatenate the store subcode value to the current store code and send the 4 characters as storecode to OMS in the same field named SellerOrganizationCode currently used. OMS can handle up to 40 characters.
Example: EF01 (Jacksonville – Mega Center 1), EF02 (Jacksonville – Mega Center 2).
o The Contractor shall maintain the transaction store subcode in GECO as part of all records, reports, printouts and files generated by GECO. The Contractor shall provide a list of records, reports, print out and files generated that shall be updated and maintained.
o Use of store subcodes shall be enabled/disabled by store location as part of the store configuration file per GSA’s request that will be made via a GSA ServiceNow ticket.
o No change is required to inventory processing.
