1.0 INTRODUCTION

The General Services Administration (GSA), Office of the Chief Information Officer (OCIO), Office of Public Buildings IT Services (IP) has a “Brand NAME” requirement for the purchase of “CAST Highlight– On Premises (Federal Only)” licenses and Training and Implementation Support Services. This requirement is conducted under the authority of Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13.5 Simplified Acquisition Procedures and in accordance with FAR Part 6.302-1(c), Justification and Approval for Other Than Full and Open Completion for Name Brand requirement “CAST Highlight– On Premises (Federal Only) Licenses”.

This requirement is being solicited unrestricted to an authorize provider or reseller who is capable of providing “CAST Highlight– On Premises Licenses (Federal Only) Licenses” under Classification Code: 70 General Purpose Information Technology Equipment and NAICS Code 541519 -- Other Computer Related Services.

2.0 BACKGROUND

A Software Code Analysis Tool (CAST) assesses the health and risk of our applications by objectively measuring the quality code against international standards. We currently don’t have a good view into the overall quality of the software we’re paying for. We can see the functional quality by testing through IV&V, but that is late in the game and only really testing functionality of defined requirements. We are not evaluating the non-functional code that adds risk. These risks manifest themselves in security findings down the road causing late rework and delays, poor performance, outages and higher O&M costs. By understanding the risks sooner in the lifecycle, it will help us make decisions as to what or where we should invest funding to make improvements. Over time, this should increase the overall value of our IT investments.

3.0 OBJECTIVE

GSA requires CAST Highlight Software and annual maintenance support in order to support and meet its mission requirements.
