REQUEST FOR INFORMATION (RFI)

Cost Estimating Data

US General Services Administration (GSA) Office of the Chief Information Officer (OCIO) PBS Office of Design and Construction (ODC)

April 12, 2019 (Revised April 22, 2019)

Disclaimer This Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and can/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. The information provided in this RFI is subject to change and is not binding on the Government. Follow up demos may be requested by GSA to gain further information regarding products/services. If necessary, demonstrations will be virtual on a GSA-hosted web platform for no longer than 2 hours in duration, with allotted time for questions from the GSA review panel.

Introduction GSA is seeking a means to obtain construction cost and building operations maintenance data that when applied as a cost model, or GSA cost database, will build individual cost estimates off to be utilized in an internal GSA cost estimating system. The data will be protected as a source data, and GSA users will have the capability of applying the cost data in a series of GSA-structured databases, cost models and individual projects. The intended applications will be in a series of cost breakdown organizations where the product-structured data elements will be applied directly to a definitive cost estimate, or assembled in cost models organized in ASTM UNIFORMAT II© and ASTM FACTS© Structure, as well as other GSA-defined cost breakdown structures, and used for building multiple cost estimates.

The construction cost data will be used for preparing definitive cost estimates for building renovation, repairs, alterations and construction while the building operations and maintenance data will be used for preparing definitive cost estimates for building maintenance tasks and work orders associated with the short-term building operations and maintenance.

Mission and Background GSA’s mission is to deliver the best value in real estate, acquisition and technology services to the government and the American people. The GSA Public Buildings Service (PBS) is the nation’s landlord and is responsible for managing federally owned properties across the United States. The PBS Office of Design and Construction (ODC) in concert with regional and field offices, serves as the primary organization responsible for coordinating design and construction projects in federally owned facilities. The PBS Information Technology Services (PB-ITS) organization supports PBS and ODC by implementing information technology solutions that align with organizational goals and strategies.

1 RFI Response Requirements All Interested parties shall furnish the following minimum information:

● Name of company

● POC, Telephone Number(s), Address, and e-mail address

● Supporting narrative as applicable to RFI Additional Considerations for Industry included below

● Generic Cost Estimate

● Additional documentation as necessary

● Assumptions or exceptions

● Questions/concerns

2 Description of Need

The cost estimating data needs are detailed in the tables below. Areas of need include:

Construction Cost Data o Basic Organization

Data organized following a Parent-Child Tree-Structure from a minimum of six (6) levels of data to a maximum of twelve (12) levels of data at the most granular level of detail

Organized with a Product-Based (ex MasterFormat ©) Indexing Code Database to be a representative of the products installed during construction Detail Line Items to be made up of a series of individual data fields, that when summed together will reflect the overall, total installed costs o Individual Detailed Line Item Entries represent the following

Indexing Code Description of Line Item Unit of Measure (UoM) for which the line item pricing is based, ie SF (square foot), LF (linear foot), EA (each), etc.

Material cost, per UofM assigned to line item entry in database Labor cost, per UofM assigned to line item entry in database Equipment Cost, per UofM assigned to line item entry in database Daily Production / Productivity Case Assigned Labor / Crew Resources Labor Costs based on Union and Davis Bacon rates All costs in database to be based on national average costs Database to provide a location-based multiplier factor for all applicable locations. However, GSA will have the option to apply its own standard location factors

Buildings Operations, Maintenance & Repair Cost Data o Basic Organization

Two subgroupings. One will be Maintenance and Repair (M&R) Data. The other is to be General Building Operations Data.

The Maintenance and Repair Data is to be organized following the ASTM UNIFORMAT II © Indexing. The General Building Operations Data is to be organized by individual task or based on the product effected in the MasterFormat © indexing system.

o Individual Detailed Line Item Entries represent the following Indexing Code Description of Line Item

Unit of Measure (UoM) for which the line item pricing is based, ie SF (square foot), LF (linear foot), EA (each), etc.

Material cost, per UofM assigned to line item entry in database Labor cost, per UoM assigned to line item entry in database Equipment Cost, per UofM assigned to line item entry in database Daily Production / Productivity Case Assigned Labor / Crew Resources Labor Costs based on Union and Davis Bacon rates All costs in database to be based on national average costs Database to provide a location-based multiplier factor for all applicable locations. However, GSA will have the option to apply its own standard location factors

Note: Teams that are not able to demonstrate functionality to meet all requirements listed above are still encouraged to respond.

3 Generic Cost Estimate Provide an estimated cost to configure and implement the technical solution based on GSA’s requirements. What are the anticipated “best guess” annual maintenance and other costs? Please provide for years 1 through 5.

4 Final Comment This is an opportunity to provide meaningful feedback in the early stages of the market research and the pre-solicitation “need definition” for GSA’s technology solution. Your thoughtful participation is encouraged. It is an opportunity for good corporate citizenship and to show your best interest in a more effective and efficient government. As a major conduit to many of your goods and services for federal agencies, states, and local/tribal governments, GSA’s improvement can also be realized in an improved marketplace for your company.

It is recommended that responses should not exceed twelve (12) pages in length with a preferred font size of 12, Times New Roman. Please do not submit generic marketing material.
