The contractor must disassemble, clean, and inspect the Sediment Strainer to determine the estimated cost of overhaul. A detailed inspection report and repair plan must be submitted to the Coast Guard Contracting Officer for approval prior to proceeding with any work. The inspection report must include the contractor name, inspection date, strainer identification, shipping crate condition with repair costs, recommended replacement parts with individual pricing, labor breakdown by hours and hourly rate, and comments on unusual observations. The overhaul must restore the strainer to serviceable "A" condition meeting original equipment manufacturer (OEM) specifications and design characteristics. All replacement parts must be new OEM parts only; reclaimed, recycled, or aftermarket parts are prohibited. The contractor must perform standard production tests and inspections following OEM drawings and specifications, provide certifications of successful tests in each unit box, and forward copies to the Coast Guard Contracting Officer. Additional requirements include IAW coating preparation and application, tool calibration with traceable standards, complete assembly and readiness for installation, and standard manufacturer warranty. Preservation must protect against rust or corrosion for a minimum of two years. Each strainer must be packaged individually in a wooden skid-mounted crate with corrosion-resistant fasteners and secured to prevent movement. Markings shall be machine-made stencils at least 1/2" high in permanent black print on a white background on the two longest sides. Acceptance occurs at destination upon government representative verification of no damage, completeness, and conformance to all preservation, packaging, marking, and bar-coding requirements. Recommended sources include 17 Machinery LLC (Hayes, VA) and Filter Process & Supply (Monmouth Junction, NJ), with estimated costs of $700 for initial assessment, $13,160 for repair, and $19,000 for a new unit.
