About this file

This is Addendum No. 1 to a Request for Proposals issued by the City of Chandler, Arizona for Solicitation No. FF4-918-4729 regarding a citywide camera assessment. The addendum addresses clarifications on the scope of work, which encompasses approximately 850 cameras across approximately 30 city facilities, including city building interior and exterior cameras but excluding traffic signal cameras. The assessment will evaluate camera infrastructure provided by nine manufacturers: Samsung, Sony, Axis Vapix, Arecont Vision, Pelco, Wisenet, Panasonic, RTSP, and Avigilon, as well as four operating system providers: Exacq Vision, Orchid Fusion, Avigilon, and Milestone. The city currently maintains departmentalized camera monitoring through the Police Department, Library, and Facilities and Fleet Division, with the latter also contracting with APL Access & Security for support. The city's existing camera infrastructure ranges in age from one month to seven years old. The city anticipates awarding the contract as soon as a consultant is selected and requests that proposals address the city's goal of completing the project before June 30, 2024. Proposals were required to be submitted electronically by February 8, 2024, with question deadlines specified in Section 6 of the RFP instructions.

The city has established an approved budget for this project but declined to disclose the budgeted amount. The insurance requirements specified in the RFP are $2 million in general liability and $4 million in aggregate, representing the city's standard requirements; however, offerors may propose exceptions or alternatives. The city will provide successful offerors with detailed information including the city's asset inventory with supporting infrastructure data, electronic device specifications, network topography documentation, and location information for all cameras. Data retention policies and city-specific operational parameters will be shared with the selected consultant. The procurement does not require migration to cloud-based monitoring at this time, as monitoring remains on-premises, though the city may consider cloud migration in the future. One objective of the assessment is to evaluate the feasibility and requirements for consolidating the currently fragmented camera monitoring across multiple departments.
