About this file
This document is an addendum to a Request for Proposal (RFP) for professional services issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division. The RFP is for a project to perform primary electrical upgrades at the Marquette BP facility. The scope includes a Phase 100 engineering study to recommend an upgrade approach, with later phases for implementation. The hazardous material assessment is expected to be carried out in a later phase rather than the initial study. The RFP has a proposal due date of December 22, 2022, and the project will cover the jurisdictions of Alger County and Menominee City in Michigan.
The addendum provides clarification on the hazardous material assessment scope and budget, which is set at $5,000 for the project. It also includes an attendance list of eligible proposers. The project will be funded through state and local sources, but specific funding requirements are not detailed in this document.

Questions:
1) Q: Please confirm the exact scope to be included for Hazardous Material Assessment within the Phase 100 Study proposal.
A: Phase 100 will be an engineering report that will generate a recommendation of how to perform the primary electrical upgrades to meet the desired outcome requested by the facility.
Once a recommended method of upgrade is accepted by the owner based on the report the project will move into phase 400 or phase 500 as appropriate. It is expected the reimbursable for hazardous material assessment will not be utilized in phase 100, rather it will be carried into a later phase so project specific hazardous material testing can be determined and performed. This will ensure all pertinent items are tested and a proper abatement specification is able to be generated for the project. Please revise item 4 under Reimbursable items in the Project Statement as follows: 4. Hazardous Material testing, and removal requirements for project study: $5,000; Existing Hazardous material reports will be provided for review to the selected PSC.
