BACKGROUND
The City of Chandler Housing and Redevelopment Division (COCHRD) main purpose is to provide affordable housing opportunities for our low- and moderate-income families. The COCHRD maintains 303 public housing units including four (4) family multifamily projects, one (1) multifamily senior project, and 103 single family scattered sites. Additional information about the COCHRD can be found online at https://www.chandleraz.gov/residents/neighborhood-resources/housing-and-redevelopment.
COCHRD is in the process of repositioning its multi-family projects utilizing the Rental Assistance Demonstration (RAD) Program which allows Public Housing Agencies (PHAs) and owners of other HUD-assisted properties to convert units from their original sources of HUD financing to project-based Section 8 contracts. The primary benefit of RAD is that properties that convert under this process are no longer restricted from securing private sources of capital financing, and the owners are therefore able to address deferred maintenance issues. Additional information about RAD can be found online at https://www.hudexchange.info/programs/rad/. In addition to RAD, COCHRD is interested in other repositioning options including, but not limited to, Section 18, Voluntary Conversion, Low Income Housing Tax Credits, and other financing advantageous for each project.
Since 2020, the City has been working to reposition public housing sites in a multi-year strategy.
Currently, COCHRD is pursuing RAD transfer of assistance which involves two (2) public housing sites located at 210 N. McQueen and 73 S. Hamilton and moving the total of 78 public housing units on to a new site owned by the City of Chandler located on McQueen and Chandler Blvd. This activity will result in these two sites (210 N. McQueen and 73 S Hamilton) being vacant for redevelopment opportunities.
The remaining public housing inventory property details are listed below for reference.
