About this file

This is an Addendum #2 document issued by Hall County Government's Financial Services Purchasing Division in response to bidder questions for RFQ/P #46-016, a Design/Build No Blue Sky Baffle System project for the Hall County Sheriff Firing Range. The project involves installation of baffle systems across three firing ranges, with specific requirements for post placement and leveling. Range 1 requires a single centerline of posts, while Ranges 2 and 3 may require posts split into thirds due to their wider configuration. The County prefers that Ranges 2 and 3, currently closed, be substantially completed by January 1, 2026, with Range 1 completion to follow. One range must remain operational throughout construction, with work coordinated through Captain Stephen Wilbanks or Captain Kerry Alexander requiring 48 hours advance notice for weekend or after-hours work. Ranges 2 and 3 will provide the awarded contractor with relatively unlimited access during the project period.

The addendum clarifies that baffles shall be level with existing terrain grade and that the awarded contractor bears responsibility for conducting its own geotechnical analysis, as the County's available geotechnical report covers only the parking lot area. The contractor must coordinate with utility companies for locates and is expected to demolish and replace existing utilities as part of the project scope. Bidders are encouraged to submit alternative proposals addressing baffle system configurations alongside their primary bids. No pricing terms, set-asides, or funding information is addressed in this addendum document.

ADDENDUM #2

Response to Bidder

Questions July 1, 2025

RFQ/P #46-016 Design/Build No Blue Sky Baffle System for Hall

County Sheriff Firing Range

Q1. How should the baffles be leveled?

A1. The baffles shall be level with the grade of the terrain.

Q2. What are the working hours?

A2. One range must be open at all times. The County prefers that work begins on Ranges 2 & 3 before proceeding to Range 1.

Ranges 2 & 3 are currently closed until this project is completed, so the awarded contractor will have somewhat unlimited access to them. If weekend or after-hours work is necessary, the awarded contractor shall coordinate with Captain Stephen Wilbanks and/or Captain Kerry Alexander at least 48 hours in advance.

Q3. Would like to request clarity as to the number of posts/partitions that would be acceptable to Hall County to support the baffle system for each of the ranges. Is there an allowable/requested count?

A3. For Range 1, the County prefers a single line of posts (down the center of the range). For Ranges 2 and 3, the County prefers the same but understands this may not be possible as Ranges 2 and 3 are wider than Range 1. The County is ok with splitting Ranges 2 and 3 into thirds, respectively. Bidders are welcome to address this in an alternative proposal to be included with their bids.

Q4. What is the anticipated substantial completion date?

A4. The County prefers that Ranges 2 and 3 be completed by January 1, 2026. Range 1 can be completed after Ranges 2 and 3 are completed.

Q5. Can we request the geotechnical report (any applicable reports for the site) be release for bidders to review?

A5. The only geotechnical report the County has is for the parking lot area. The awarded contractor will need to complete its own geotechnical analysis.

Q6. Can you please dictate the expected plan for all utilities during the construction process i.e. demolition/replacement/leave in place?

A6. The awarded contractor is responsible for coordinating with the respective utility companies for locates. The expectation is demolition and replacement of existing utilities.
