About this file

This addendum clarifies key requirements and specifications for the City of Chandler's Request for Proposals (RFP) for a Benefits Administration Program and Wellness Portal (Solicitation No. HR3-920-4599). The addendum addresses formatting requirements, allowing vendors to copy the City's prescribed format into separate response documents rather than completing PDFs in-place. For the wellness platform component, all 2,550 active employees and retirees are eligible to participate in telephonic coaching and biometric screening services, though only employees enrolled in the medical plan qualify for wellness incentives. The City seeks vendors capable of supporting comprehensive wellness program services with a target go-live date of January 1, 2024, for the wellness portal (as the current portal will no longer be available after December 31, 2023) and November 2023 for the benefits administration program. The City provided detailed 2023 onsite biometric screening schedules across nine locations in the Chandler area, with screening dates from February 7 through February 23, 2023, anticipating between 30 and 100 participants at each location.

The addendum clarifies that vendors responding solely to the Wellness Portal component need only address sections relevant to Comprehensive Wellness Program Services and the Wellness Portal. References may be marked confidential to protect client names from public disclosure, as may sections covering technical environments, staff qualifications, client lists, and product development roadmaps. The City intends to integrate the wellness platform with Blue Cross Blue Shield, Delta Dental, and VSP to enable seamless point transfers for eligible activities. FedRAMP authorization is acceptable to meet the City's StateRAMP requirement. Wellness points are only accessible within the portal, and all eligible employees can opt-in to telephonic coaching rather than limiting it to those with metabolic syndrome parameters. Previous biometric screening results will be shared with the new vendor through coordination with the current vendor.
