DESCRIPTION/SPECIFICATION/WORK STATEMENT
FOR ENGINE PURGE FOR SHIPMENT
Work Statement In the performance of this contract, the contractor shall provide the services and materials to purge an MTU/Detroit Diesel Series 60 engine of all hazardous materials and provide proper documentation/certification for shipment. The engine is currently removed from the vessel and secured to a shipping cradle/container:
The contact person for this contract is MKC Josh Wilson, joshua.w.wilson@uscg.mil Scope of Services Interferences: The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). There are no known interferences at this time.
The Contractor shall furnish trained/qualified personnel, required special tools or equipment and materials or accessories necessary to complete the following work:
1. Remove all hazardous material from the engines such as lube oil, fuel, and coolant systems. Methods used for removal shall not cause any damage to said systems.
2. Provide proper documentation/certification for shipment of engine off Guam to the United States.
Contractor Performance Requirements
(1) Location of services is:
USCG Forces Micronesia Sector Guam, 1 Victor Pier, Santa Rita, Guam 96915
(2) Exact Periods of Performance will be scheduled by the unit requiring services (MKC Joshua Wilson, USCG STA Apra Harbor).
(3) Overtime is not authorized for this contract Acceptance Criteria
(1) The government will review the repair work in its entirety and perform a final Inspection and Acceptance. When the work is complete and ready for final inspection, the contractor shall notify the COTR to schedule final acceptance.
Quality Assurance
(1) The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure that services are performed in accordance with the terms of this Statement of Work (SOW) and in accordance with manufacturer’s guidance and procedures. The QCP is the means which assures that all work complies with the terms of this contract. It identifies, prevents, prevents and ensures non-occurrence of defective services.
Contract Officer Technical Representative
(1) The Contracting Officer (KO), shall designate a government employee, Contracting Officer’s Technical Representative (COTR), to administer the technical aspect of this contract. The individual shall have the authority to provide technical direction to the contractor as long as that direction is within the scope of the contract. The COTR shall NOT have the authority to legally bind the government beyond the terms and conditions of the contract.
