Justification and Approval for Sole-Source Contract Modification
This is a Justification and Approval (J&A) document for a sole-source contract modification issued by the Department of the Navy, Southwest Regional Maintenance Center, dated March 9, 2026.
The Naval Sea Systems Command seeks to add one new work item to the existing firm-fixed-price contract N00024-25-C-4422 held by National Steel and Shipbuilding Company (NASSCO). The modification authorizes a TACLOG HVAC Upgrade (Work Item 512-11-004) aboard the USS HARPERS FERRY (LSD 49) during FY25 Selected Restricted Availability (SRA). The estimated total value is redacted, with funding provided through FY25 OPN (TYCOM funded). The work must be completed by the C5ILO (Command, Control, Communications, Computer, Combat Systems and Intelligence Light-Off) milestone on August 10, 2026, with a delivery date of October 16, 2026. The justification for sole-source award to NASSCO cites critical operational necessity: new Intelligence Carry-On Program (ICOP) equipment generates excessive heat that threatens to overheat critical electronic systems if the HVAC upgrade is not completed before deployment. A full and open competitive procurement would require over 40 percent of the remaining five-month schedule for mobilization and would create unacceptable delays to the ship's operational commitments. NASSCO is uniquely positioned as the only responsible source capable of performing this work while maintaining the tight schedule, possessing existing on-site personnel, management structure, logistical infrastructure, and shipyard protocols necessary to execute the work seamlessly without disruption to ongoing tasks.
