About this file

This is Addendum No. 1 to a Request for Proposals issued by the City of Chandler, Arizona, for solar installations at various municipal facilities under solicitation number CM3-290-4552. The addendum, dated November 16, 2022, clarifies that the City seeks qualified partners with demonstrated experience designing, planning, scheduling, permitting, constructing, owning, and maintaining solar photovoltaic systems. The City will evaluate each candidate facility with selected partner(s) to determine the most effective approach. Proposals were due by December 7, 2022, and the solicitation is open to a broad range of solar installation contractors and engineering firms without explicit set-aside designations or restrictions on respondent types.

The revised proposal evaluation criteria consist of three weighted components: Qualifications and Experience (40%), Method of Approach (40%), and Compensation Structure Proposal (20%). Under Qualifications and Experience, bidders must provide company history, resumes of key personnel, subcontractor qualifications, evidence of financial capacity and stability, litigation and termination history, and at least three client references for substantially similar contracts. The Method of Approach section requires a narrative describing the approach to scope of work, facility evaluation methodology, available products, energy production estimation, maintenance and safety programs, reporting capabilities, and possible contract term lengths. Bidders must also submit possible compensation structures. No specific budget range is disclosed in the addendum, though municipal solar projects typically range from several hundred thousand to multiple million dollars depending on facility scope and scale.
