About this file

This addendum to the City of Chandler's Request for Proposals for Generator Maintenance Services (Solicitation #PW3-936-4544) clarifies and modifies specific requirements outlined in the original solicitation. The addendum provides detailed specifications for an Arrowhead Generator facility (500 kW Cummins C500N6B unit located at 426 N. Arrowhead Dr.), corrects the facility designation for the Lone Butte site to Ocotillo Water Reclamation Facility, and clarifies that only City of Chandler's Building and Facilities Department sites listed in the original solicitation are to be serviced. The document addresses seven vendor inquiries regarding maintenance procedures, testing requirements, and component specifications to ensure alignment between contractor capabilities and city expectations.

Key modifications include confirmation that starter motor inspections do not require removal of the starter unit, with listening for abnormal grinding noises during operation being acceptable; removal of the "every visit" language for transfer tests, limiting such tests to preventive maintenance and inspection services only; removal of contractor responsibility for parts unavailability that is beyond their control, with responsibility applying only to non-availability caused directly by contractor actions; clarification that fuel samples should be tested at minimum twice yearly during inspections; confirmation that load banking of the two 2,750 kW generators at Ocotillo Water Reclamation Facility is preferred; and modification of coolant change requirements to occur only when needed, with contractors providing cost estimates for potential future changes. All other terms and conditions of the original RFP remain unchanged, and bidders must acknowledge receipt of this addendum in their proposal submissions.

GENERATOR MAINTENANCE SERVICES

Solicitation # PW3-936-4544

Addendum #1

The RFP (PW3-962-4544) is amended by the addition of the following provisions. If any provision in this Addendum conflicts with any existing provisions in the RFP, the provisions of this addendum control. All other provisions in this Addendum remain effective as previously published.

SOLICITATION CHANGES

Arrowhead Generator Information: The following are details for item 8, under Water Production Facilities, on the price page.

Item Facility Location Brand Model # Serial # Size 8 Arrowhead 426 N. Arrowhead Dr. Cummins C500N6B TBD 500 kW

Clarification Only the sites listed in the solicitation are to be serviced. The City’s Building and Facilities Department sites are not included.

Lone Butte Site Edit: The Lone Butte WRF site listed on page 17 of the solicitation should be listed as Ocotillo Water Reclamation Facility versus Airport Water Reclamation Facility. This edit will be made in the formal agreement.

Vendor Questions and Responses

Question: In the SCOPE OF WORK section 2. H. 4. “Check starter motor, pinion and ring gear for damages and proper operation”. Do you want us to disconnect and remove the starter for inspection or would listening to starter operation for grinding (an indicator of damaged/broken gears) be acceptable?

Response: There is no need to remove the starter to inspect for damage, listening to the starter while it is engaged is adequate. If there is an abnormal noise it should be investigated.

Question: In the SCOPE OF WORK section 2. M. 1. Final Power Outage Test instructs us to conduct a transfer test “(every visit)” but it is listed under the scope for the Preventive Maintenance and Inspection Service only. It is not listed under the scope for the Inspection. Do you want us to do a transfer test during all visits or only during the Preventive Maintenance and Inspection Service (PM, oil and filter change and inspection)?

Response: This can be performed in the Preventative Maintenance and Inspection Service and not during the Inspection service. The verbiage “every visit” in this section is removed.

Question: In the SCOPE OF WORK section 5. Emergency Temporary Replacement it states “However, if the off-line condition is due to non-availability of parts, or any condition that is caused directly by CONTRACTOR or CONTRACT’R's staff, the cost will be borne by CONTRACTOR.” In the current state of affairs with supply chain and manufacturing delays of many parts as well as OEMs listing parts as obsolete prior to the end of the generator set service life we are finding sourcing some parts difficult. These circumstances are beyond our control. However, if a part on one of your generators fails and it is obsolete or has a long lead time we don’t believe that we should be responsible for the rental cost in that situation. Can you please clarify the intention of the “non-availability of parts” statement in the specification.

Response: I would agree with his concern, non- availability of parts is or can be out of their control, but if caused by them, they are responsible for the rental cost. The verbiage “non-availability of parts is removed from this section.

Question: On the fuel samples, it looks like you are requesting 1 per year at the semi-annual inspection. I just wanted to verify that is correct. On the coolant change pricing, do any of the generators have remote mounted radiators? I’m trying to estimate the coolant capacities as close as possible.

Response: Contractor will have the fuel tested when they come perform any inspections so at the minimum twice a year. The City does not have remote radiators but we do have city water cooled heat exchangers on the 300.ODFM models and we have five of these units.

Question: Regarding the (2) 2750kw generator load banks at OWRF. Both of those units are medium voltage, 12,470 vac. We quoted load banking those 2 units using a transformer, to Jermaine but it was never approved and then he transferred to 3900 group. We also haven’t done a plant load transfer there either.

Response: We would prefer to load bank the units.

Question: In the past only the facilities group (3200) had coolant changes done every other year, but coolant changes are listed on the price sheet. Do you want us to quote that or do you want to remove it from the price sheet? In our opinion changing coolant every 2 years is a bit excessive. Coolant typically lasts 5 years or more and we normally use dip-strips to check the concentration and additive levels. If the coolant tests low we usually quote to replace it.

Response: We want to know what the cost is to change the coolant if it was needed to be changed. Only to be changed when it is needed.

All other Terms and Conditions remain the same. Acknowledge this addendum in your bid/proposal.

End of Addendum.
