Additional QUALITY ASSURANCE REQUIREMENTS

FABRIC TEST REPORTS AND COMPONENT CERTIFICATIONS IN ACCORDANCE WITH DPSCM-4155.3 IS REQUIRED WITH THE FIRST ARTICLE AND ALL CONTRACT COMPONENT LOTS.

A process Oriented Quality Plan is required for this contract: No specific or certified Government, ANSI, ASTM or ISO Quality Assurance plan is required but such plans may be found to be acceptable for control requirements.

A detailed Quality Assurance Plan shall include at minimum the following elements:

A) IN-PROCESS INSPECTION FOR ALL INTEROPERABLE MEASUREMENTS IS REQUIRED.

A plan is required for all processes, resulting in parts that possess interoperable dimensions, i.e. Any component length, width or location that will interface with another component during assembly or operation by the end user. Representative examples of interoperability are: the dimension of the eave line grommet to the ground line, or ridge line grommet to the eave line grommet that will interoperate with the tent frame, or the location of the becket laces which interoperating with the lacing grommets.

Any inspection method must take into account the following three unspecified variables:

Take-up, Build-up of tolerances and Opposing Tolerances

1. Take-up. Take-up from joining seams causes distortions in the geometry of the end item component.

Rational: All specified individual0 dimensions can be within tolerance, I.E. Perimeter edge measurements, however, with the compilation of excess take-up from seaming and the attachment of component parts, the customer would receive a component incapable of correctly fitting, as designed, over the tent frame. Every stitch creates it's own small pucker with thousands of stitches from joining seams, attaching windows, vents, flaps, adapters ect. The unmeasured center of the panel pulls the perimeter inward.

Method: Acceptable methods for determining this condition must include the measurement of all the interoperable points simultaneously. If a gauge or jig device is used the apparatus must account for all applicable tolerances. A government Quality Assurance Specialist shall verify the apparatus for accuracy against the approved PDM by the direction of the contracting officer. 100 percent in-process inspection is required. The end item lot sample units shall be inspected with this gauge.

2. Build-up of Tolerances. Areas required for in-process inspections shall also include processes that that can be affected by a build-up of tolerances. An example is becket and grommet interoperable locations.

Rational: If a maximum tolerance is used between every grommet space and a minimum tolerance is used for the eave to ridge grommet or eave-line grommet to ground-line grommet, the spacing of the last grommet to the eave-line grommet would not be uniform. This may be further complicated if the next tent section is on the maximum side of the tolerances.

3. Opposing Tolerances. Opposing Tolerances shall also be examined. In-Process inspections to control this condition are required.

Rationale: For example, if a minimum tolerance is taken between the eave to ridge and a maximum for the length of the weather seal flap plus, a maximum for the placement to attach the flap from the ridge line, the flap will cover the eave grommet. Flaps for the stovepipe, window or vents manufactured to the minimum and openings made to the maximum will also result in poor workmanship.

B) Risk Classification Assessment

Quality Assurance Plans shall account and assess the process risk for each process. Consideration for classifying risks of a process includes the processes sophistication, process stability, and processes producing interoperability components.

Control of product quality is dependent on identifying the following classifications:

Low Risk: Processes yielding products with small impact on the functionality of the end item. Confidence is established for these identified processes by quality data collection for periodic verification against the contractor’s specifications

Moderate Risk: Use this classification when a process yielding products that cannot be classifier as Low or High Risk or contains hidden operations. Consignors product verification and data collection shall be performed until the process can be proved to be in control.

High Risk: Use when the process performance is critical to the performance, or the process yields components that must interoperate. Sophisticated processes such as heat sealed seams that can result in catastrophic end item failure where environmental conditions affect the process output shall be considered high risk. Intensified product audits shall be used to verify the control of the process.

Reclassification to a lower risk category of any process is permitted after the in-plant government quality representative has proofed the process and agrees that the process is in control and confidence in the process is established. Reclassification to a higher risk category is required when a government product audit identifies that a process is producing a running nonconformance or departure.

C) Defect Classification and Quality Audit Criteria

A. The contractors proposed Quality Assurance Plan must include a detailed list of end item visual defects, packaging nonconformities and lot acceptance criteria including any acceptable quality levels. Recommended defects with relation to severity are listed but not limited to the following:

1. Major defects: Any hole, cut, tear; color not as specified; open seams; loose thread tension resulting in loose seams; any material defects, distorted parts or poor workmanship; any component part omitted; label missing, incorrect, or illegible; measurement not as specified

2. SECTION D - PACKAGING AND MARKING

PREPARATION FOR DELIVERY

PREPARATION FOR DELIVERY:

NOTE: THE FOLLOWING APPLIES TO ALL NON-MANUFACTURED WOOD PACKAGING

DLA Policy for Wood Packaging Material (WPM):

This policy implements DoD policy developed in response to international implementation of the United Nations Food and Agriculture Organization protocol on International Standards for Phytosanitary Measures (ISPM) 15, "Guidelines for Regulating Wood Packaging Materials in International Trade." ISPM 15 is designed to block movement of pests that can destroy forests from one nation to another. DoD shipments inside and outside of the United States must meet ISPM 15 whenever wood packaging material (WPM), as defined in 52.247-9012, is used to ship DoD cargo. If the DoD policy is not followed, improperly marked shipments are likely to become frustrated cargo, be destroyed at the port, or require repacking at the port of debarkation, causing increased cost and time delays to DoD.

REQUIREMENTS FOR TREATMENT OF WOOD PACKAGING MATERIAL (WPM) (FEB 2007)

(a) THIS CLAUSE ONLY APPLIES WHEN WOOD PACKAGING MATERIAL (WPM) WILL BE USED TO MAKE SHIPMENTS UNDER THIS CONTRACT AND/OR WHEN WPM IS BEING ACQUIRED UNDER THIS CONTRACT.
