About this file

This document is a Packaging Requirements specification (AFMC Form 158) for federal contract procurement instrument FD20302601778-00, Version 3.

The packaging requirements specify that all wooden lumber, pallets, and containers for item 2995014502816NZ must comply with MIL-STD-2073-1 (Standard Practice for Military Packaging) and MIL-STD-129 (Standard Practice for Military Marking). Wood packaging material (WPM)—including pallets, skids, load boards, crates, and dunnage—must be constructed from debarked wood and heat-treated to 56 degrees Centigrade (133 degrees Fahrenheit) for 30 minutes. This requirement addresses invasive species prevention, specifically the pinewood nematode, and applies to shipments worldwide through air logistics centers, container consolidation points, or other bases. Certification and marking by an accredited agency recognized by the American Lumber Standards Committee (ALSC) is mandatory, with reference to International Standards for Phytosanitary Measures (ISPM) No. 15. Shipping containers must be marked according to MIL-STD-129 and may include additional requirements such as unit serial numbers, original equipment manufacturer (OEM) names, or OEM model numbers as specified on the AFMC Form 158. The packaging specification was authorized by Sean R. Cox, Packaging Specialist at 406 SCMS/GULAA, on 29 April 2026, with an SPI date of 17 November 2025.
