About this file
This document is a Department of the Air Force Memorandum for Sole Source Vendor Justification dated May 14, 2025, requesting the purchase of one C2 Airfield Damage Repair (ADR) Simulator – Virtual Sand Table (VST) for the 439th Civil Engineer Squadron. The memorandum justifies sole source procurement from Dynamic Software Solutions, which is the only company approved by the Air Force Civil Engineering Center (AFCEC) to provide virtual RADR tabletop systems integrated with the C2 ADR simulator.
Market research included a sources sought notice on BETA.sam from April 9-16, 2021, which yielded zero responses, and a Federal Procurement Data System search that returned 1,954 results for Dynamic Software Solutions. The justification emphasizes that alternative vendors cannot provide a compatible system without substantial additional costs, training, and approval requirements. The simulator will provide military personnel with virtual training opportunities in airfield damage repair, using gaming engine technology and a touch-screen interface to simulate repair processes, track candidate qualifications, and integrate training results into a learning management system.

DEPARTMENT OF THE AIR FORCE
AIR FORCE RESERVE COMMAND
May 14, 2025
MEMORANDUM FOR 439 CONF/LGC
FROM: SMSgt Nicole Talaia
SUBJECT: Justification of Sole Source Vendor DS2 for the purchase of C2 Airfield Damage Repair
Simulator – Virtual Sand Table for 439th Civil Engineer Squadron.
1. Integrated with the Air Force Civil Engineer Center (AFCEC)’s Command and Control (C2) Airfield
Damage Repair Simulator (ADR Sim), VST configures and manages exercise scenarios utilizing the latest gaming engine technology. Through an expertly designed virtual interface, VST empowers instructors and students with control through each step of the ADR repair process. From start to finish, VST simulates the ADR repair process through location awareness, estimated labor and equipment production rates, and material consumption. This is a request for one kit.
2. Sole Source Justification: Dynamic Software Solutions is the only company approved by Air Force
Civil Engineering Center (AFCEC) to provide virtual RADR tabletop systems. These tables are integrated with AFCEC's Command and Control (C2) Airfield Damage Repair (ADR) simulator in a manner that allows engineers to work with damage and repair operations in a virtual manner. Trying to customize some other virtual table that would be purchased from the local economy would not be cost effective and take additional time from the mission making sure it is compatible. The core of the simulator-based is step-by-step learning via an education path using a simple touch screen. Candidate examinations, qualification of operators and tracking can be evaluated via a trainer (teacher’s) computer. The training results are then integrated in a learning management system so that the teaching path of your training unit is embedded in practice.
3. Market Research: he government issued a sources sought via BETA.sam on 09 April 21 until 16 April
21 which yielded zero responses. A search on Federal Procurement Data System- Next Generation
(fpds.gov) for Dynamic Software yielded 1954 results for the Department of Defense. The 435 CTS performed additional market research finding no additional sources, except Dynamic Software Solutions which is the only approved vendor for virtual RADR table top systems by AFCEC. Through market research 700 CONS concludes that an award to any source other than Dynamic Software Solutions would result in substantial additional cost, training, and approval requirements. No third party or authorized resellers can deliver the required virtual
RADR table top systems. Additionally, awarding to a third part would drive up costs, as the awardee would have to subcontract to Dynamic Software Solutions to provide the required product.
4. This is mission-essential equipment that would be an asset and provide quality training at home station. While this does not take the place of the required RADR course attendance, it is still valuable to use for training and understanding. The ADR simulator will provide military personnel with the opportunity to receive training otherwise inaccessible and will compound with their hands on training.
