IRS-EA-4364 Ques ons
1. Describe briefly the capabili es of your company and the nature of services provided. Include a descrip on of your staff composi on and management structure.
2. Detail how your company will bring industry best prac ces, lessons learned, and innova ve solu ons to address IRS’s Enterprise Architecture and solu on engineering needs.
3. Iden fy any relevant GSA, NASA SEWP, and/or other GWAC contracts for which your company holds.
4. Describe your company's experience on governance, change management, and incident response in a mul -cloud landing zone ecosystem.
5. State whether the NAICS & PSC Codes iden fied in this announcement are appropriate for the requirement. If not, recommend more appropriate NAICS & PSC.
6. Provide comments, or recommenda on regarding the dra PWS. Iden fy any areas of ambiguity, recommend addi ons/changes to tasks, and highlight best prac ces relevant to the dra PWS.

7. Tell us about your organiza on's experience with architectural such as TOGAF and any other frameworks, how you have applied them in your prior prac ces, and the value proposi on from your perspec ve.

Detail lessons learned from the implementa on of an IT por olio management capability on the scale required to manage an IRS size implementa on; thousands of products, applica ons, and systems – modernized and legacy.
14. Describe your organiza on's experience and approach in communica ng complex architecture decisions to the business customer and other IT partners who are not technology or architecture savvy.
15. Tell us about your organiza on's experience in collabora ng with architects from other organiza ons to develop sound architecture solu ons in a large engagement.
16. Describe your company’s experience using Agile itera ve methodology and approach to maximizing re-use in applica on development of similar size, scope, and complexity.
17. Describe your company’s ability to create new solu ons quickly, securely, and consistently by leveraging cloud infrastructure so ware, such as So ware-as-a-Service (SaaS), Pla orm-as-a- Service (PaaS), and Infrastructure-as-a-Service (IaaS) to provide efficient, cost-effec ve, secure, and scalable technologies. Examples can include replacing custom-built legacy applica ons with industry-standard, modern technologies to reduce the technology footprint and opera ng costs.
18. Are there any emerging trends or technologies in enterprise architecture that the IRS should be aware of, and how can we incorporate them into our procurement strategies?
19. Demonstrate your company’s familiarity with and ability to adhere to IRS security, data privacy, and disclosure requirements, including applicable Federal standards, such as FISMA.
20. Please provide any recommenda ons that the IRS might consider overcoming any pain points in business processes, either for your company or as a general recommenda on to accomplish IRS enterprise architecture goals and / or become more aligned with commercial business processes (consider streamlining, terms and condi ons, asset management, so ware license compliance enforcement, onerous process elimina on, etc.)
21. Describe your company's experience on previous projects similar in scope and complexity to this requirement. Include contract numbers, a brief descrip on of the work performed, period of performance, agency/organiza on supported, and individual point of contact (Contrac ng Officer or Program Manager). Specify if prime contractor, sub-contractor, joint-venture, teaming agreement, etc. If sub-contractor, joint-venture, teaming agreement, specify the percentage of work completed by your company.
