ACC-WRN FT 4276, 14 FEB 2018 Previous Edition is Obsolete
Department of the Army Limited Source Justification for General Services Administration (GSA) Purchases above the Simplified Acquisition Threshold
1. Contracting Activity: Program Executive Office Ground Combat Systems Foreign Military Sales (PEO GCS FMS) is the requiring activity. The United States Army Contracting Command-Detroit Arsenal (ACC-DTA) is the procuring activity for this action.
2. Description of Action: New Task Order with a 52-week base period (1 year) and 52-week option (1 year) under GSA contract GS-10F-0212T with Ricardo Defense, Inc., CAGE: 1CJM7, Location: 175 Cremona Dr Ste 140 Goleta, CA 93117-3197. The Fund Type will be FMS Case Funding from the following cases: MO-B-UUB, IQ-B-UFT, SR- B-VHA, EG-B-VJQ, and KU-B-XT.
3. Description of the Supply or Service Purchased: The proposed effort will continue the services for a Subject Matter Expert (SME) Level 4 under a new task order to provide technical engineering services for a base period of 1 year from 21 August 2024 to 20 August 2025 and a 1 year option from 21 August 2025 to 20 August 2026.
Services will include baseline knowledge of FMS and in-depth knowledge of the Abrams Family of Vehicles to include systems architecture and detailed vehicle electronics and software architecture. The SME 4 should have comprehensive knowledge of impacts between sub-systems should a Shop Replaceable Unit require development of repair procedures or plug in play replacement or redesign. The estimated value for the SME 4 rate at 24 hours per week for the base period (1 year - 52 weeks) with travel to Ottawa Canada to support planning and coordination of meetings is $219,452.16. The estimated value for the SME 4 rate at 24 hours per week for the 1 year option period (52 weeks) with travel to Ottawa Canada to support planning and coordination of meetings is $218,788.77, for a total task order value of $444,390.72.
4. Authority Cited: 40 U.S.C. 501 and Federal Acquisition Regulation (FAR) 8.405- 6(a)(1)(B), Limited Sources Justification and Approval. This acquisition is conducted under the authority of the Multiple Award Schedule Program.
5. Reason for Authority Cited: Restriction of consideration to fewer schedule contractors than required per FAR 8.405-1 or 8.405-2 for an order with an estimated value exceeding the simplified acquisition threshold is in accordance with FAR 8.405- 6(c)(1), due to the following:
These services offer support for the M1A1 FMS Fair Share Sustainment Program (FSSP), which allows member nations to collectively approve and fund projects to sustain the global fleet of M1A1s. The SME 4 engineer is required to look at the M1 Abrams product structure tree to provide recommended projects and priorities to the FSSP team to promote commonality among the members. Projects will be recommended at the lowest level possible to conserve funding to the maximum extent feasible. The Ricardo SME 4 has FMS M1A1 expertise with on-going M1A1 FMS obsolesce management and replacement, system software management expertise for the maintenance of FMS unique software, and engineering manufacturing design (EMD) knowledge between FMS M1A1 sub-systems should a M1A1 assembly or component require redesign, replacement, testing solutions, or logistical support. The Ricardo SME 4 is currently working various existing efforts for FSSP and have developed the necessary skill set and acquired the expertise to support technical recommendations from the FMS program office. Ricardo Defense is uniquely positioned as the only vendor with the expertise to continue this work through execution without significant degradation of support while also maximizing cross-program efficiencies, thus justifying limiting the source pursuant with FAR 8.405-6(a)(1)(B).
6. Market Research: Market research was conducted in February 2024 by researching two other Multiple Award Schedule (MAS) contractors in the Professional Services – Technical and Engineering Services (Non-IT) area based on familiarity on common FMS Ground Combat platforms and systems engineering. Minimum experience for comparison is a bachelor’s or equivalent and 15 years specialized experience. To date, no other contractors demonstrate a proven capability and expertise to immediately step in without a steep learning curve. Sourcing another contractor would negatively impact the FSSP project schedules in place and participating FMS customers vehicle readiness due to configuration updates or changes. Ricardo Defense is uniquely positioned as the only vendor with the expertise to continue this work through execution without significant degradation of support while also maximizing cross-program efficiencies.
7. Other Facts: N/A
8. Actions to Increase Competition: The Government will continue to survey the marketplace to determine if additional sources have the specialized knowledge required to support the sustainment of the global fleet of M1A1s. Additionally, PEO GCS is seeking a competitive award for a new GSA OASIS Engineering Logistics services contract in FY25/26 for these types of services.
