About this file
This Limited Source Justification document details the United States Army Contracting Command-Watervliet Arsenal's (ACC-WVA) procurement of three High Speed Version Lean Lift Model #2460-825 Vertical Lift Modules (VLMs) from Hanel Storage Systems. The procurement is valued under GSA Contract 47QSMA21D08RG and funded through Army Working Capital Funds (AWCF). The justification for sole-source procurement stems from the existing two VLMs on-site, with key reasons including maintenance standardization, avoiding additional warranty complexities, minimizing staff retraining, and ongoing integration with the Army's Logistics Modernization Program (LMP).
The document highlights that previous orders were small business set-asides, with only one offer received. Market research confirmed Hanel as the sole authorized distributor and servicer, and the VLMs will be integrated into the Enterprise Resource Planning (ERP) systems for real-time inventory tracking. The procurement history shows previous orders with Hanel Storage Solutions ranging from $139,837 to $154,285 between July 2023 and September 2024. The justification was approved on 5/7/2025 by Rachel Capaldi, Command Advocate for Competition, with the final awarded contract value of $796,878.00 on 2025-06-12.

Department of the Army Limited Source Justification for GSA Purchases above the Simplified Acquisition Threshold
1. Contracting Activity: The United States Army Contracting Command-Watervliet Ar-senal (ACC-WVA) is the procuring activity for this action.
2. Description of Action: This action requests approval to award a new Firm Fixed Price delivery order, under General Services Administration(GSA) Contract, 47QSMA21D08RG, to Hanel Storage Systems in Warrendale, PA for three High Speed Version Lean Lift Model #2460-825 Vertical Lift Modules (VLM) and type of funds is Army Working Capital Funds (AWCF).
3. Description of the Supply or Service Purchased: This action is for the procure-ment of(three High Speed Version Lean Lift Model #2460-825 Vertical Lift Modules (VLM) for Watervliet Logistics in an overall effort for streamlined storage and Supply Management. The VLM is a type of Automated Storage and Retrieval System (ASRS).
It provides a high-density storage system that utilizes vertical space to store and re-trieve items. The VLMs will be integrated into the Enterprise Resource Planning (ERP) Systems for real time inventory tracking and data synchronization.
4. Authority Cited: The statutory authority permitting other than full and open competi-tion is 40 U.S.C. 501 and FAR 8.405-6 (C), In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order pro-vided that the original order was placed in accordance with the applicable Federal Sup-ply Schedule ordering procedures. This acquisition is conducted under the authority of the Multiple Award Schedule Program.
5. Reason for Authority Cited:
(1) The new work is a logical follow-on to existing GSA orders as follows:
Previous order, W911PT24F0684, was solicited using a small business (SB) set aside, and soliciting GSA Multiple Award Schedules (MAS). Only one SB offer was ob-tained for the solicited action.
Now with two VLMs and a third on the way, it is imperative to maintain the same brand. The requirement to do so is multi-fold:
a) There are already two existing Hanel VLMs on site. An additional supplier will require additional warranty and maintenance agreements. Any savings of com-petition is not believed to be warranting the administrative and financial costs of two suppliers with two proprietary operating programs.

8. Actions to Increase Competition: No action can be taken to increase competition at this time because Hanel is the only authorized distributor and servicer of existing VLMs. The requirement to standardize the VLMs is in an effort to cut down on costs for the maintenance and interoperability. The requiring activity will continue to conduct mar-ket research on an annual basis.
9. Technical Certification: I certify that the supporting data under my cognizance which is included in the justification is accurate and complete to the best of my knowledge and belief.
