About this file
This is Addendum 1 to Invitation for Bid 42444IFB26 issued by the St. Johns River Water Management District, dated July 30, 2026, addressing questions submitted by potential respondents regarding sheet pile installation at Lake Washington Weir in Brevard County, Florida. The addendum clarifies that Specialty Certified Marine Contractors, in addition to General Contractors, are eligible to bid on this project provided they possess appropriate Florida contractor licenses authorizing marine construction and sheet pile installation work. The project involves installing approximately 200 linear feet of cold-formed steel sheet pile, 25 feet in length meeting SKZ 24 specifications and ASTM A572 Grade 50 standards, at an elevation of 14.10 feet NAVD88. The District provides the sheet piles; the contractor supplies all labor, equipment, materials, and services for installation. Sheet piles will be installed in a straight line from just south of the concrete abutment extending east approximately 200 feet, with water depths at the installation location ranging from 1 to 2 feet. A non-mandatory pre-bid conference was held July 28, 2026, with bids due August 6, 2026 at 2:00 PM. The work must be completed by December 31, 2026, with sheet pile delivery anticipated in October 2026 and mobilization coordinated accordingly. Weekend work is permitted with 48 hours' written notice to the District Project Manager. Historic water levels for Lake Washington from October through December average 13.79 feet NAVD88.
The addendum addresses technical specifications and site conditions including confirmation that no soil borings or geotechnical reports are available, though the District successfully completed a comparable project on the north bank four years ago using large machine excavator equipment with vibratory hammers. No jetting of piles, tiebacks, pile caps, or pile coatings are required. Water turbidity barriers are required; vegetation removal is not. Permits are pending but no restrictions or design changes are anticipated. The contractor shall verify the north bank sheet pile elevation of approximately 14.10 feet NAVD88 using an onsite benchmark and transfer this elevation to the south bank; as-built survey documentation is required for project closeout but does not require professional sealing. The project is funded with ad-valorem monies from the District, and Longshoremen's and Harbor Workers' Compensation Insurance is required. Staging areas are available at the Lake Washington Boat Ramp or at the pier at the end of MacGraw Avenue, just north of the boat ramp.

SUBJECT: Addendum 1 to 42444IFB26 Sheet Pile Install - Lake Washington Wier
As a result of questions received from potential respondents, please be advised of the following changes to the subject IFB:
Questions/Answers
1) Can a Specialty Certified Marine Contractor bid on this project? Yes, Specialty Certified Marine Contractors can bid on this solicitation. Section 2.1 Minimum Qualifications, c. Specific License Requirements, is being revised to clarify license requirements with the following:
Specific License Requirements: Respondent shall possess all licenses required under Chapter 489, Florida Statutes, to perform the Work described in this solicitation. Respondent shall provide evidence that its qualifying agent holds an active Florida contractor license authorizing the performance of marine construction and sheet pile installation work of the type contemplated herein. Acceptable licenses may include, but are not limited to, General Contractor, Marine Specialty Contractor, or other contractor classifications authorized under Florida law to perform the Work.
Section 2.3 How to Assemble you Submittal, under Respondent provided documentation is also being revised to state the following:
______Copy of current General Contractor, Marine Specialty Contractor, or other contractor classifications authorized under Florida law to perform the Work, and as required by the City/County/State/this solicitation.
2) Where is the closest boat ramp located for our use? Lake Washington Boat Ramp – shown in SOW
3) Where is the staging area located in conjunction with the boat ramp on the lake? Either Lake Washington Boat ramp or pier at the end of MacGraw Ave – just north of the boat ramp.
4) Could you please provide historic water levels for Lake Washington during the period of performance?
Over the last 10 years, from October to December, the depth within Lake Washington has averaged
13.79 NAVD88.
5) What is the depth of the water in the location of the project? Based on the current Lake Washington water elevation of 12.64 feet NAVD88, the depth of water at the location of the proposed sheet pile varies from 1 to 2 feet and increases by approximately 1-foot for every 5-feet north of the proposed sheet pile location for an approximate depth of 5-feet, 20-feet north of the proposed sheet pile location.
6) What are the water depths in that area, have there been any bathymetric or topographical surveying for our equipment to access the area? See item #5 above and attached plans. Note, the plans currently indicate “For Permit Application”, we are not expecting any changes or comments from the reviewing agencies, and the drawings will be reissued with “For Construction” prior to construction
42444IFB26 Addendum 1 commencing. Should any changes be made to the drawings, those changes will be discussed with the successful bidder prior to construction commencing.
7) Is there a breach with flowing water where the sheet pile are to be installed? Yes, at the eastern breach it appears that the top two layers of sandbags have fallen over and water is flowing over the top of the sandbags.
8) Sheet piles and cap are being provided by the District. We will need plans and specs on the items that we will be installing in order to give an accurate proposal. See attached plans.
9) Are there any engineered plans for this project, or are we engineering them? See attached plans.
10) The sheet piles will be steel. What material is the cap? There is no cap.
11) Will the sheet pile be coated? If so what will the coating areas be and who will be responsible for "holidays" in the coating? No, they will not be coated.
12) What is the length and type of sheet pile to be installed? Sheet pile shall be cold formed steel sheet pile, 25-foot in length and meet the minimum specifications of SKZ 24 (or similar), ASTM A572, Grade 50
13) Is weekend work permitted? Yes, weekend work will be permitted with formal written notice to the District PM a minimum of 48 hours in advance of the weekend.
14) Is a fabricated corner sheet being provided to make the turn indicated by the red line in Figure 2- Work site on sheet 6 of 54 of the IFB? The alignment shown is no longer accurate. The sheet pile will be installed in a straight line from just south of the concrete abutment and then east approximately 200-feet (see attached plans). The Contractor and District Project Manager shall agree to the start and stopping point of the sheet pile in the field during the preconstruction meeting.
15) Is there any old debris in the wall alignment? There is no known debris within the wall alignment.
16) What type of seal is required between the new and existing wall? We are no longer tying into the concrete abutment, see attached plans.
17) What is the wall alignment relative to the existing structure? See attached plans.
18) Has the district procured any permits for this work? If so could you please provide a copy so we can review the conditions and restrictions? Permits are pending, we are not expecting any restrictions or changes to the drawings.
19) Do you have a DEP permit? Permits are pending.
20) Are there any soil borings available for the site? No, the District completed a similar project with the same size sheet pile on the north bank four years ago without soil borings. For that project, the sheets were driven with a large machine excavator using a vibratory hammer with no issues. We do not see any issues with driving the sheets to depth as shown.
21) Has a geotechnical report been done in the area where the sheet piles will be installed? If so please share. In order for companies to give an accurate proposal, we need to know what the soil conditions are for the sheet pile embedment. See Item #20 above.
22) What embed is required? The top of the sheet pile will be elevation 14.10 feet, NAVD88 +/-. See attached plans for more information.
23) What is the proposed top of finished sheet pile elevation? 14.10-feet NAVD88
24) What is the approximate existing bottom elevation at the proposed location of the sheet pile wall? See attached plans.
25) Will tiebacks be required to be installed with the sheet piling? No, tiebacks will not be required.
42444IFB26 Addendum 1
26) Will turbidity barrier be required? Will any vegetation need to be removed? Yes, for the turbidity barrier. No. for removing vegetation.
27) The IFB references FDOT 455 but excludes predrilling and punching. What are the drive criteria going to be? There are multiple subsections under Section 455 that references steel sheet piling. It was the intent that only these sections be referenced. For more specifics, see Section 455.5 for relevant specifications to this project.
28) Can the sheets be jetted during installation? No, jetting of the piles will not be allowed.
29) What kind of information are you looking for from the Contractor provided survey information in paragraph III - (h)? The top of the sheet pile on the north bank is at approximate elevation 14.10’ NAVD88, the contractor shall verify this elevation using a benchmark onsite (see attached plans) and transfer this information to the south bank. The top of the sheet piles on the south bank shall be installed at elevation 14.10 NAVD88. Prior to installing the sheet piles this elevation and corresponding work plan for maintaining this elevation shall be reviewed and approved by the District PM. The survey does not need to be signed and sealed.
30) Will surveying be required before work starts and will as-built survey be required for closeout package?
See Item #30 above, the District will request an as-built for the closeout package, but again this does not need to be signed and sealed.
31) What is the anticipated delivery date of the sheet pile and will it coincide with mobilization for the installation? The sheet piles are anticipated to be delivered in the month of October 2026, and yes this will be coordinated with the mobilization of the contractor.
32) The proposed work time frame has the most holiday periods of the year. Will a time extension period be given? The goal is to be completed by the end of December 2026. Should weather or other issues beyond the contractor’s control arise (i.e. the sheet piles cannot be delivered in October), the District will consider issuing a change order to extend the work.
33) Is weekend work permitted? Yes, see Item #13 above.
34) Is USL&H insurance required? Yes
35) How is the project being funded? The District is funding the project with ad-valorem monies.
