About this file

This is Addendum 1 to Quote Request 42257 issued by the St. Johns River Water Management District (SJRWMD) in Florida for manual cutting, hand cleaning, and herbicide treatment services at Lake Monroe Conservation Area. The project involves manually cutting approximately 40 acres of trees and shrubs in and along drainage ditches and wetland edges, with cut stump herbicide application using imazapyr provided by the District. The contractor must employ a field supervisor holding a valid Florida Pesticide Applicators License for Natural Areas. The submission deadline remains 2:00 p.m. on Thursday, June 11, 2026, with project commencement required no later than 30 days from contract execution and all work to be completed by September 15, 2026. The addendum addresses 20 questions from potential respondents, clarifying project scope, specifications, and operational requirements.

Key clarifications from the addendum include that this is the first project of this type with no available historical bid data, surfactant or dye treatments are not required, and contractors must clear the vast majority of felled vegetation to adjacent ditches and roadways while maintaining drainage. All woody vegetation including trees and shrubs regardless of diameter must be cut, with palmettoes permitted to remain but cabbage palms requiring removal; pines and oaks must be cut and leveled to ground or water level with no visual height remaining. Contractors may leave equipment onsite but remain responsible for security on this public property. The District will not conduct retreatment after this single treatment application, and contractors must provide GPS or GPX tracklogs documenting daily work areas upon completion. The estimated budget is $40,000, with acknowledgment of this addendum required in all submissions.
