About this file
Summary
This is an Invitation for Bids (IFB 42229) issued by the Governing Board of the St. Johns River Water Management District in Florida for mechanical aquatic vegetation shredding services on District-managed properties across eighteen counties in North and South conservation regions. The District seeks qualified contractors with a minimum of three years of experience performing similar work to control invasive aquatic vegetation, particularly Cuban bulrush, through mechanical shredding operations. The contract term is three years with two optional annual renewals upon mutual written agreement. Work will be authorized on an as-needed basis with the District's Project Manager identifying treatment locations and providing site-specific guidance prior to mobilization. Respondents must provide evidence of three successfully completed similar projects within the last three years. The last day for questions is June 30, 2026, and submittals are due by 3:00 PM on Wednesday, July 8, 2026. No pre-bid meeting has been scheduled.
The estimated total budget for the initial three-year term is $200,000, with funding contingent on annual appropriations and availability of budgeted funds for renewal terms. Heavy-duty shredding equipment must meet minimum specifications including hydraulic-powered rotating blades with a cutting head width of at least ten feet, a power source of minimum 400 horsepower, and capability to operate in water depths as shallow as 24 inches. Light-duty equipment specifications are less stringent and intended for limited-access areas. For each authorized mobilization, the contractor is guaranteed a minimum of ten billable hours for heavy-duty equipment and five billable hours for light-duty equipment, applied once per project start. The bid form requires pricing for estimated hours (65 hours for heavy-duty and 15 hours for light-duty equipment in both North and South regions), with all hourly rates being all-inclusive of labor, equipment, materials, mobilization, demobilization, and fuel. Award will be made to the lowest responsive and responsible bidder based on total bid amount. The agreement is funded through the Florida Department of Environmental Protection under CSFA No. 37.022.

42229 MECHANICAL AQUATIC VEGETATION SHREDDING
PART 1 – SCOPE OF WORK
I. INTRODUCTION / BACKGROUND
The St. Johns River Water Management District (the “District”) is seeking a qualified Contractor to provide mechanical aquatic vegetation shredding services across the District’s managed properties. These services support ongoing management and restoration efforts by controlling invasive and nuisance aquatic plant species that impede water conveyance, degrade habitat quality, and interfere with ecological restoration objectives.
The primary target species for treatment is Cuban bulrush (Cyperus blepharoleptos, Oxycaryum cubense), though additional invasive or nuisance aquatic vegetation including wood shrubs and small wetland trees may be included at the direction of the District. Treatment areas will be identified by the District’s Project Manager (“DPM”) and may occur at multiple locations throughout the District during the contract term. Maps and site-specific guidance will be provided prior to mobilization for each project assigned.
II. OBJECTIVES
The objective of this project is to reduce the coverage and density of invasive aquatic vegetation, with emphasis on Cuban bulrush, across the District’s properties. Shredding activities shall improve ecological function by maintaining open-water conditions, reducing habitat loss, and limiting re-establishment of treated vegetation while promoting the reestablishment of native emergent and submerged aquatic species.
Effective shredding shall be conducted in a manner that promotes sinking and natural decomposition of biomass.
Performance will be verified using measurable documentation, including GPS track logs of completed work areas.
III. SCOPE OF WORK
Work shall be performed on an as-needed basis within the District’s Conservation Areas, divided into two programmatic regions North and South (Exhibit 1 and Exhibit 2) and spanning eighteen (18) counties. Work on each identified treatment location (“Project”) shall commence within fourteen (14) calendar days after written notice from the DPM, unless otherwise approved by the District. The treatment locations and anticipated work for each Project will be identified by the DPM and discussed with the Contractor prior to each mobilization. The District reserves the right to determine when and where treatment occurs based on weather conditions, site conditions, hydrologic conditions, vegetation growth stage, operational priorities, and other relevant variables. However, the Contractor may decline Work if the Contractor determines that the work cannot be completed safely, effectively, or in accordance with the requirements of the Agreement under the existing conditions.
For each authorized mobilization, the Contractor shall be guaranteed a minimum of ten (10) billable hours for Heavy Duty Equipment and five (5) billable hours for Light Duty Equipment, as applicable. This minimum applies only once at the start of the Work on each Project and does not apply on a daily basis. The minimum shall apply again only if the Contractor demobilizes upon authorization by the DPM and is later authorized by the District to remobilize for the same Project.
All Work under the resulting Agreement shall be performed in coordination with the DPM and shall continue as authorized, or until contract funds are exhausted, whichever occurs first.
The Contractor shall furnish all labor, equipment, fuel, materials, and supervision necessary to complete the work.
Work activities may include, but are not limited to:
a) Mobilization and demobilization to District properties.
b) Coordination with District staff regarding site access, staging, and scheduling.
c) Mechanical shredding of aquatic vegetation within assigned treatment zones.
d) Daily communication with the District Site Manager or DPM.
e) Submission of GPS track logs documenting completed work areas.

2.15 EXAMINATION OF CONTRACT DOCUMENTS
Respondent is solely responsible for being fully informed of the conditions under which the Work is to be performed in relation to existing conditions. Respondent is responsible for carefully examining the general area of the Work, the requirements of the drawings and other Contract Documents (defined in the Agreement) related to the Work, the time in which the Work must be completed, and any other details of the Work. Failure to satisfy the obligations of this paragraph will not relieve a Successful Respondent of its obligation to furnish all material, equipment, and labor necessary to perform the Agreement and to complete the Work for the consideration set forth in its submittal. Any such failure will not be sufficient cause to submit a claim for additional compensation.
No verbal agreement or conversation with any District officer, agent or employee, either before or after the execution of the Agreement, will affect or modify any of its terms.
2.16 EXECUTION OF AGREEMENT
(a) By submitting a response to this solicitation, Respondent represents and warrants that its submittal is a firm offer.

(b) The Successful Respondent shall execute the District’s Agreement in the form provided (with any District-approved changes) and shall not condition, qualify, or withdraw its submittal, or refuse to sign the Agreement, after award.
Failure to timely execute the Agreement and proceed with performance as required may be deemed a breach and may result in rejection of the submittal, cancellation of award, and any other remedies available to the District under the solicitation, the Agreement, or applicable law.
(c) Unless all submittals are rejected, the Successful Respondent must execute and return the Agreement to the District within 10 business days of receipt along with each of the following:

A copy of the fully executed Agreement will be sent via e-mail to the Successful Respondent. The District reserves the right to cancel award of the Agreement without liability at any time before the Agreement has been fully executed by all parties and delivered to the Successful Respondent.
(e) Failure upon the part of the Successful Respondent to execute the Agreement or timely submit the required evidence of insurance coverage, or any other matter required by the Agreement, will be just cause, if the District so elects, for the recommended award to be annulled.
