Contractors are responsible for providing all equipment, District-approved blue paint, and cruise equipment. The District will conduct weekly site visits for contract compliance and provide maps and work area selection. Compensation is contingent upon annual appropriations from the District's Governing Board, and the District reserves the right to terminate the agreement for convenience with thirty days' notice if funding becomes unavailable. PART 1 – SCOPE OF WORK
I. Introduction/Objective
The St. Johns River Water Management District (the “District”) manages its upland pine forests in accordance with the District Forest Management Plan. A key component of the plan is regulating stand density within upland pine communities using thinning operations. As pine canopies expand, overcrowding reduces growth rates and can lead to stagnation, crown decline, susceptibility to pest, disease, and mortality. Thinning operations are therefore required to maintain adequate crown size, promote photosynthesis, and sustain forest health.
The District conducts commercial selection thinnings to remove diseased, defective, suppressed, or otherwise undesirable trees. The purpose of this contract is to obtain professional forestry services for timber marking in preparation for commercial thinning. Marking cut trees with paint clearly identify them for logging contractors to harvest during thinning operations. After each stand is marked, the contractor will perform a timber cruise to estimate harvest volume. Timber is subsequently sold through the District’s competitive bid process.
II. Scope of Services
The term is for three-years, with the option for two annual renewals upon mutual written agreement. The District on average, marks and cruises 645 acres per year, although actual acreage may vary. The budget for fiscal year 2025– 2026 is $44,000 and similar funding may be allocated for the following years.
The Project generally consists of marking planted and natural pine stands for second and third thinnings, with occasional marking of young natural stands for first thinnings. Based on historical activity, approximately: 82% of marking is in planted pine (second and third thinnings), 10% in natural pine (second and third thinnings), and 8% in natural pine first thinning.
Contractors will submit per-acre bids for two Categories:
1. Second and third thinnings (planted or natural);
2. First thinning in natural pine.
Each year, the District’s Forester will select stands to mark based on understory density and accessibility. Stands considered excessively dense or inaccessible will not be selected. Accessibility considerations include time since last prescribed burn, understory height and continuity, and presence of dense vines. Before work begins each year, the District’s Forester and contractor will jointly confirm stand accessibility.
Marking work may occur on any of the 23 District Conservation Areas in Appendix A.
III. Task Identification

Also, recordings of, and any records presented at, the exempt meeting are exempt from §119.07(1) and §24(a), Art. I of the State Constitution (Public Records) until such time as the District provides notice of an intended decision or until 30 days after opening the submittals or final replies, whichever occurs earlier. A complete recording shall be made of any portion of an exempt meeting. No portion of the exempt meeting may be held off the record.
(f) Pursuant to §286.0113 Fla. I of the State Constitution (Public Records) until such time as the District provides notice of an intended decision concerning the reissued competitive solicitation or until the District withdraws the reissued competitive solicitation. The District reserves the right to cancel award of the Agreement without liability at any time before the Agreement has been fully executed by all parties and delivered to the Successful Respondent.
(e) Failure upon the part of the Successful Respondent to execute the Agreement or timely submit the required evidence of insurance coverage, or any other matter required by the Agreement, will be just cause, if the District so elects, for the recommended award to be annulled.

Respondent must satisfy itself from its own personal knowledge and experience or professional advice as to the character of the Work, the conditions and materials to be encountered, the character, quality, and quantities of the Work, and any other conditions affecting the Work, including surrounding land.
Failure to satisfy the obligations of this Section will not relieve a Successful Respondent of its obligation to furnish all material, equipment, and labor necessary to perform the Agreement and to complete the Work for the consideration set forth in its submittal. Any such failure will not be sufficient cause to submit a claim for additional compensation.
No verbal agreement or conversation with any District officer, agent or employee, either before or after the execution of the Agreement, will affect or modify any of its terms.
