About this file

This is Addendum 1 to Invitation for Bid 42064IFB26 issued by the St. Johns River Water Management District in Florida for the Orange Creek Restoration Area Longleaf Thinning Timber Sale. The addendum clarifies bidding requirements related to tree removal and equipment access within the 203.4-acre sale area located in Marion County, Florida. Specifically, the addendum addresses contractor questions regarding the scope of removal, confirming that only marked trees (approximately 50% of standing trees) may be removed and that the high percentage of marked trees is anticipated to provide sufficient space for secondary skid trails. The District will identify ramp locations and mark main skid trails, with secondary skid trail marking available upon request if location becomes problematic. The response submittal deadline remains 1:00 p.m. on Wednesday, February 11, 2026, with all bids to be received at the St. Johns River Water Management District Headquarters in Palatka, Florida, followed by immediate public bid opening. The estimated timber volume is 4,360 tons of pine pulpwood to be harvested and removed over a 12-month contract period, with harvesting to achieve 50% of total acreage within nine months of contract execution if adequate conditions exist.

Respondents must acknowledge receipt of this addendum in their bid submittal. Qualified bidders must hold current certification from an SFI-approved logger training program, maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, provide workers' compensation insurance, and carry $100,000/$300,000/$100,000 automobile liability coverage. An advance payment of 20% of estimated timber sale value is required as non-refundable but creditable against initial weekly payments, with a $5,000 security deposit required before contract execution. Weekly payments are calculated on a per-ton basis for timber meeting minimum specifications (4.5-inch diameter at breast height, 3-inch top diameter, 16-foot minimum length), with stumpage paid for all cull material. No specific budget amount or estimated award value is disclosed. Inquiries regarding the addendum should be directed to Breanna Pierce, Procurement Specialist, at (386) 643-1168 or bpierce@sjrwmd.com.

SUBJECT: Addendum 1 to Invitation for Bid 42064IFB26 – Orange Creek Restoration Area, Longleaf Thinning Timber Sale

As a result of questions received from potential respondents, please be advised of the following changes to the subject Invitation for Bid:

1. The time and date for the submittal of responses remains the same: 1:00 p.m., Wednesday, February 11, 2026

2. Question: Clarify that logger will be able to remove about 50% of the trees to allow room to operate and be able to remove the marked trees. Also, can we put skid trails inside the stands?

The logger can only remove marked trees. Over 50% of the standing trees are marked for removal.

The District will identify ramp locations and mark the main skid trails. With the high percentage trees marked for removal we anticipated there will be enough room for secondary skid trails. If locating secondary skid trails becomes a problem the District will mark the secondary skid trails.

NOTE: Please acknowledge receipt of this Addendum in your submittal.
