About this file
This Addendum #1 clarifies requirements for an Invitation for Bids issued by the St. Johns River Water Management District (SJRWMD) for sod placement services on C-231 and L-212 slopes in Marion County, Florida. The project requires the supply and installation of Argentine Bahia sod on approximately 362,500 square feet of regraded slopes and excavation areas, with work to be completed by July 31, 2026. The addendum confirms that either rolled sod or pallets are acceptable, specifies that biodegradable mesh and 10-inch pins are required, and clarifies that slopes will be graded at 3:1 or steeper except for a possible 200-foot by 10-foot section. The addendum also addresses confusion regarding work scope by confirming that sodding will occur on the C-231 slope and the excavation area located on the L-212 levee, where portions of the levee slope will require sodding due to partial excavation activities. A non-mandatory pre-bid meeting was held on January 28, 2026, with the deadline for submitting questions set at 5:00 PM on February 3, 2026. The bid submission deadline remains 2:00 PM on Tuesday, February 10, 2026.
Prospective respondents must acknowledge receipt of this addendum on the bid form provided in the bid package and may direct questions to LaDonna Johnson, Procurement Specialist, at ljohnson@sjrwmd.com. The award will be made to the lowest responsive, responsible bidder based on total bid price for supply and placement of sod at a unit rate per square foot. Required submittals include proof of at least two similar projects valued at $50,000 or more completed within the last five years with reference letters, a general qualifications questionnaire, certificate of authority to do business in Florida, affidavit of non-collusion, proof of insurability, and E-Verify registration documentation. Insurance requirements include workers' compensation at statutory limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and $500,000 automobile liability. The contract term runs from execution through final completion, with the District retaining the right to terminate for convenience with 30 days' notice or for cause, and the contract is contingent upon funding availability.

DATE: February 2, 2026
TO: Prospective Respondents
FROM: LaDonna Johnson, Procurement Specialist
SUBJECT: Addendum #1 to Invitation for Bids, 41917 – Sod Placement on C-231 and L-212 Slopes
As a result of an inquiry received regarding the above-referenced solicitation, the following information and clarification is provided for your information.
Q1: Is rolled sod preferred vs. pallets?
A1: Either rolled sod or pallets is acceptable, one option is not preferred over the other.
Q2: What type (biodegradable/metal) and length pins?
A2: The mesh for the rolled sod shall be biodegradable; pins shall be 10-inch pins.
Q3: Is there an approximate percentage of slopes/square footage that is greater than 3:1 that can be rolled sod?
A3: Other than a possible 200’ by 10’ section of the slope, all slopes shall be graded at 3:1 or greater.
Q4: I just need a little clarification on the areas that need to be sodded. In the bid name, it says place sod on the C-231 & L-212 slopes, but under the scope (page 4, III) it says the areas to be sodded are the C-231 slope and the excavation area. Can you clarify?
A4: The excavation area is located on the L-212 levee. We will not be degrading the entire levee so portions of the levee slope will need to be sodded.
For reference, a copy of the Pre-Bid Sign-in Sheet, Agenda and Scope of Work is attached.
NOTE: The Bid Due Date remains 2:00 p.m., February 10, 2026.
Please acknowledge receipt of this Addendum on the BID FORM provided in the bid package.
