About this file

This Performance Work Statement (PWS) defines the requirements for the 412th OSS Test Parachutist Program, which requires a contractor to provide comprehensive parachute testing and training support services for the United States Air Force.

The contractor must provide a FAA-certified aircraft (such as a Skyvan SC-7 or Twin Otter) capable of supporting both static-line and military freefall parachute operations for up to 11 fully equipped personnel. The aircraft must meet specific operational requirements: low altitude capability of 1,500 feet above ground level, high altitude capability of 14,000 feet mean sea level, airspeeds as low as 95 knots indicated airspeed, and a jump door measuring at least 4.5 feet wide by 4.5 feet high. The aircraft must include roller systems or equivalent means for loading and deploying mannequins, be capable of exclusive use by the Air Force during test operations, and accommodate observation and recording of parachute deployments. The contractor must be located within 150 miles of Edwards Air Force Base, operate an owner-owned and surveyed civilian drop zone approved for military operations, maintain on-site aircraft maintenance facilities with available mechanics, provide on-site FAA-certified parachute riggers/packers, and maintain a dedicated military training facility with air conditioning, padded flooring, bathrooms, and video review capabilities. Required services include providing an FAA-licensed pilot, a minimum FAA Senior Rigger with DoD experience enrolled in a drug testing program, USPA membership fees for 11 personnel, canopy control instruction equivalent to military standards, USPA certification courses (Coach or AFFI) for three candidates, and aircraft time (TAC time) for training operations. The contractor must be a current DoD Intrastate Contract Aviation Paratroop Carrier and provide a Quality Control Plan covering all PWS requirements for government approval prior to contract performance commencement. All performance objectives, including aircraft certification, pilot qualifications, altitude and airspeed capabilities, mannequin deployment systems, rigger services, and training courses, are classified as 100% requirements critical to mission success.

1.4. Aircraft/ Aircrew Requirements.

1.4.1. Contractor shall provide an aircraft capable of supporting low altitude of 1,500' above ground level (AGL) and a high altitude of 14,000' mean sea level (MSL), airspeeds as low as 95 KIAS and static line for live and mannequin dummy drop parachute operations. Aircraft shall be capable of holding a minimum of 11 fully equipped parachutists (approximately 300 lbs.

/person with equipment). Aircraft must allow members of the test team to observe and record the deployment of the parachute systems as they are deployed from the aircraft.

Aircraft shall have a jump door that measures at a minimum 4.5' W x 4.5' H for safe exits of all drop configurations. Aircraft shall have the capability to load, secure, and deploy airdrops of http://www.e-publishing.af.mil/Product-Index/ mannequins by having a roller system or other means of loading and dropping the mannequins.

1.4.2. A commercial skydive aircraft, such as the Skyvan SC-7, has been used previously to successfully perform live and mannequin airdrops in support of the LPP project as well as multiple drops for other parachute test programs.
