Humphreys Contracting Division W91QVN RCO Daegu W90VN9 RCO Osan W90VN6 RCO Kunsan W90VN7 RCO Casey W90VN8 is transitioning to the use of the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, as the exclusive tool for electronic processing of bid/offer/proposal submissions. After the transition is complete, the 411th CSB will no longer use individual/group emails or drop services (e.g., DoD SAFE) as the formal means of accepting bid/offer/proposals in response to all solicitations issued by the 411th CSB.
The PIEE Solicitation Module provides a capability for secure, timestamped submission of contractors’ bids, offers, and proposals and was designed specifically to capture the documentation needed to memorialize the date and time of bid/offer/proposal submissions, as well as to retain those files and the attendant time and date stamps. It supports large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats.
To prepare for this upcoming transition, vendors must register for PIEE at https://piee.eb.mil/.
After registering in PIEE as a vendor, there is specific training on how to obtain the proposal manager role and use the PIEE Solicitation Module to submit proposals at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml.
This transition will begin August 1, 2024. Depending on the requirement, the 411th CSB will start using the Solicitation Module to post solicitations. Due to the end of fiscal year restraints, there will be some solicitations still using email submission. Please refer to individual solicitation postings for details. All business/entities will be expected to complete vendor registration by NLT August 1, 2024, to be able to submit bid/offer/proposal in response to 411th CSB solicitations. The forecasted completion date for this transition is October 1, 2024. After this date, the PIEE Solicitation Module will be the exclusive tool for electronic processing of bid/offer/proposal submissions for the 411th CSB.
