About this file

This document is a single-source procurement file from the City of Sanford, Florida, involving a purchase order and supporting documentation for Wesco Turf, Inc. to provide Toro commercial turf equipment parts and services for the city's Fleet Maintenance department. The procurement covers a blanket purchase order valued at $49,999.00, with a contract term from October 1, 2024, to September 30, 2025. The city owns several Toro units valued at over $1,000,000, and requires specialized maintenance including highly technical repairs on hydraulic systems, cloud services, and software updates that can only be performed by Wesco technicians using proprietary computer tools.

The procurement is justified as a single-source contract because Wesco Turf, Inc. is the sole distributor of Original Equipment Manufacturer (OEM) parts and warranty repair services for Toro equipment in Florida. The justification is supported by a vendor letter from The Toro Company confirming Wesco's exclusive distribution rights. The procurement process follows Florida Statutes sections 120.57(3) and 287.057(3), with a public notice period of at least seven business days to allow potential alternative suppliers to submit qualifications. The contract has been approved by the City's Purchasing Manager and City Manager, with supporting documentation including a single-source justification form and requisition form. No specific set-aside designations or organizational respondent restrictions are mentioned in the documentation.
