6. Emergency Repairs:
Emergency work is considered any work not scheduled and exclusive of the above listed maintenance for each vessel. When an emergency request for repairs is made the vendor will provide such service in a timely manner, not to exceed 48 hours from the time requested.
When an urgent emergency request (example: a vessel taking on water, bent propeller where vessel is needed for operations) is made the vendor will make every effort to handle such request immediately.
Proposal must include, as a separate line item, charges associated for work outside of the above scheduled maintenance. Emergency repair pricing shall include the hourly rate charged for repairs such as; electrical work, mechanical engine repairs, generator repairs, rubrail/collar or hull repairs, welding work, emergency haul out (per foot for haul, block and launch), transmission repairs, and jet drive repairs. It is acceptable to encompass all repair types under a single hourly rate or individual rates for the above listed work.
Although it is uncommon, there may be occasion where the vendor is required to respond to a USPP facility for repairs should the vessel not be able to be moved or towed. Vendor will also include labor rates for work required to be performed at either of the USPP facilities. The rates shall include travel and expenses to both sites and the labor rate for work performed at the respective USPP facility.
7. Warranty:
Vendor shall warrant all labor work performed and honor all warranties that fall under a manufacturer’s warranty. It will be the responsibility of the vendor to obtain any parts that are to be replaced under warranty (provided that such repairs were performed by said vendor).
Vendor shall identify the length of warranty for each of the emergency type work items listed under emergency repairs. (example: replacement of navigational lights; the manufacturer warrants the part for one year and vendor warrants installation labor for 5 years for electrical repairs, Example #2: replacement of turbo; manufacturer warrants part for 3mo and vendor warrants installation labor for 1 year for mechanical repairs). It is impractical to list or know the warranty for each part supplied, therefore, the vendor will convey the terms of the manufacturer’s warranty for each part at the time of repair. The warranty information will be disclosed on the required vendor estimate.
8. Conditions:
All work to be performed at a state licensed facility and by certified and or properly trained marine mechanics. All work must be in compliance with federal and state statutes, laws and regulations. Services rendered will be in compliance with the respective engine, generator, transmission and jet drive manufacturer’s guidelines. The selected contractor is expected to be trained and knowledgeable in all aspects of marine maintenance with respect to the above listed work. Work to be completed in a timely manner and commensurate with timeframes typical for the type of work being performed. Contractor must be in business for a minimum of 5 years with expertise in commercial diesel engine service, marine gasoline outboard engines and general marine repairs. The “business” must be registered/licensed with the state in which it operates, maintain proper insurance for related work and be in good standing with the state where work is to be performed.
Scheduling-- the contractor must accommodate service within one (1) week of requested service unless unusual circumstance prevent timely service (i.e. severe weather, natural disaster). All basic maintenance to be completed within 48 hours of scheduled date. Upon completion of each service, the contractor shall inspect his/her work to ensure it was completed properly and that all systems receiving maintenance are functioning properly (sea trial as necessary). Any work outside of the line items listed above will require a separate written estimate, which must be reviewed and approved prior to work being performed.
Materials and supplies-- will meet or exceed the manufacturer’s recommendation for engine oil, filters, transmission fluids, grease, anti-freeze and additives. At no time shall a lessor product be used as a substitute for the manufacturer’s recommended product. All exterior mounted filters must be marked with an indelible marker with the date it was installed.
Contractor will note all work performed in the vessel maintenance log certifying that all requested work was complete.
Sea trials—Upon completion of any mechanical repair the contractor shall complete an appropriate sea trial to ensure that the repair is satisfactory. For example; a repair for an overheating engine that results in the replacement of a part integral to the coolant system shall warrant a sea trial. Such sea trial shall be of substantial length to permit the engines to operate under full load and sufficiently long enough to determine that the peak coolant temperature is satisfactory and within specifications.”
Clean-up and disposal—All work will be performed in a professional and “workmanlike” manner. The contractor shall clean up all debris and material associated with work performed and will adequately protect the vessel from damage, spills, dirt, scratches and any unnecessary wear by use of appropriate protective materials. Vessels found to be dirty, damaged or in a condition that is worse than prior to the repair shall immediately be remedied by the contractor upon notification.
