Wildlife Restoration and Sport Fish Restoration Programs Audit

1. BACKGROUND

The Wildlife Restoration and the Sport Fish Restoration programs (WR&SFR) are the responsibility of the Secretary of the Interior (Secretary) as per Pittman-Robertson Wildlife

Restoration Act (16 U.S.C. 669 et seq.) and Dingell-Johnson Sport Fish Restoration Act (16

U.S.C. 777 et seq., except 777e–1 and g–1) (the Acts). The Secretary has delegated the administration of the Acts to the Fish and Wildlife Service (FWS). The Acts require the Office of Inspector General (OIG) to procure the performance of biennial audits of “. . . expenses for administration that directly support the implementation of this chapter that consist of. . .” the allowable categories of expenditures detailed in 16 U.S.C Sections 669h and 777h.

2. OBJECTIVE AND SCOPE

The contractor will perform a compliance audit of the administrative expenditures and obligations of the WR&SFR to ensure compliance with the authorized expenses for administration outlined in the Acts. This engagement will focus on determining whether expenditures and obligations reported by FWS for administration of the Acts for fiscal years

(FY) 2017-2018 were appropriate and per the criteria set forth in the Acts. As such, any financial internal control reviews should be minimal due to the objective of the audit.

3. AUDIT REQUIREMENTS

The audit shall be performed in accordance with the most current version of GAO’s Government

Auditing Standards (GAS). The audit shall be designed to determine whether the expenditures and obligations reported by FWS for the administration of the Acts for FY 2017 and FY 2018 were appropriate and in accordance with criteria set forth in the Acts. The audit should also determine whether the expenditures and obligations reported by FWS were adequately supported by appropriate documentation. As required by GAS, the audit shall include a review of the relevant internal controls and compliance with applicable laws and regulations. The OIG retains the right to request that all deliverables prepared by the Contractor be modified to fulfill OIG requirements.

4. ADDITIONAL INFORMATION

For the following fiscal years, the funds for administration of each program were limited as follows (in thousands of dollars):

WR & SFR - FY 2017 $23,103

WR & SFR - FY 2018 $23,534

Following are the administrative costs reported by FWS for WR & SFR for FYs 2017 and 2018:

5. PRIOR AUDIT COVERAGE

An independent public accounting firm audited the administrative activity for FY 2015 and FY

2016. A copy of the report is included as Attachment 1.

6. CONTRACTOR QUALIFICATIONS

The partners and managers of the contracted independent public accounting organization shall be licensed Certified Public Accountants. The contractor shall also be certified or licensed by the regulatory authority of a state or other political subdivision of the United States and must meet the applicable State Board of Accountancy requirements. The contractor should submit its latest peer review and any related documentation received related to the review with its proposal.

7. SECURITY REQUIREMENTS

Contractor personnel will be required to have the appropriate level of investigation at the time the contract is awarded. All vendors are required to submit a completed Optional Form (OF) 306 for any incumbent and a Contractor Consent Form. Furthermore; resources, who are approved to provide support on the contract, will be required to report any arrests, illegal activities, or changes in the information in their background investigation to the OIG security staff. The contractor shall observe and comply with the security provisions in effect at each selected site.

Contractors are not required to possess an active security clearance. However, they must have a

Tier 2S/Moderate Risk Public Trust investigation completed and favorably adjudicated within the last 5 years. Once selected, Contractors will be required to provide a set of fingerprints for necessary law enforcement inquiries.

8. AUDITOR INDEPENDENCE

The contractor, in a separate statement, as a part of its proposal, shall represent that it is independent with respect to FWS and the Department of the Interior (DOI). In this separate statement, the contractor will briefly describe all work, including non-audit services, with DOI and FWS in the past three years.

Throughout the audit, the contractor will also immediately inform the Contracting Officer’s

Representative (COR) in writing if the contractor is considering to propose or has already proposed on any contracts involving this reporting entity or involving a DOI entity that may impact this reporting entity. The COR will then evaluate whether award of this contract could impair the contractor’s independence with respect to the audit of this reporting entity. The contractor will notify the COR of the type of contract services to be provided, and the period covered.

To ensure independence, the contractor will require staff members assigned to the contract to submit documentation certifying that they are free from personal, external or organizational impairments to independence, and from appearance of such impairments.

8.6 Progress Reports

The contractor shall deliver, via e-mail, a monthly progress report to the COR no later than the close of business on the fifth (5th) working day of each month following the reported month. The monthly written progress report shall detail objectives, accomplishments, complications, unresolved issues, delays, or adverse conditions. The report shall also include a staffing list and hours incurred to date.

8.7 Audit Reports

The contractor shall provide one combined audit report for FY 2017 and FY 2018 that shall include at a minimum:

• Objective, scope, and background of the audit.

• Conclusions reached on whether expenditures and obligations reported by the FWS were appropriate and in accordance with the criteria set by the Acts, appropriation law and applicable comptroller general and GAO rulings. 1. Relevant experience of the members of the proposed auditing team.

2. The skills and experience of the key personnel in consideration of their assigned areas and the percentage of time allotted to each task.

Sub-Factor C – Technical Understanding and Approach

This factor will be evaluated on the basis of the following evaluation elements:

1. Demonstrates it can complete an audit of a large complex organization in a timely manner, as required by applicable auditing standards. As part of this factor, we will evaluate the contractor’s quality control policies and procedures as they relate directly to this audit.

2. Audit approach as related to government auditing standards and guidance that is applicable to this audit.

3. Approach to overcome potential troublesome areas from an audit perspective such as geographic dispersion, complex systems, volume of transactions, etc.

Factor 2 – Past Performance

Past Performance is a measure of the degree to which the offeror, as an organization, has satisfied its customers. Offeror’s shall provide documentation and/or examples from previous organizations, either Government or non-Government, that shows past performance. Documentation shall include size of organization, total project length for completion and any special considerations. Offerors are asked to provide the contact information including telephone number and email of a contact person at the organizations for whom the referenced work was performed. OIG may contact the point of contact listed and ask whether or not they believe: (1) work was performed timely, efficiently, and effectively; (2) that the Contractor’s performance conformed to the terms and conditions of the Delivery Order; (3) that the Contractor was reasonable and cooperative during the performance; (4) that the Contractor was committed to customer satisfaction; (5) whether the work performed by the Contractor was similar and relevant to the work requested by the

OIG under this order; and (6) whether the services provided by the Contractor were of a high quality. The OIG may expand the evaluation to include references not contained in the offeror’s submission. The actual number of references checked is entirely at the OIG’s discretion.

Lack of past performance will be considered to be neutral in the past performance evaluation.

Factor 3 – Price

To be considered for award, the offeror must submit prices which comply with the requirements of this PWS. Offerors that fail to comply with all of these requirements will receive no further consideration and may be eliminated from this evaluation. The OIG will evaluate the reasonableness of each offeror's proposed unit prices by comparing them to each other and (where available and necessary) other contracts for similar items.

Technical Capability and Past Performance when combined are more important than price.
