About this file

This is a Market Research Survey issued by the Defense Logistics Agency (DLA) Troop Support in Philadelphia to identify potential sources of supply for Fiber Rope Assembly (NSN 4020-00-881-8736). DLA anticipates issuing a solicitation for this item under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a maximum term not to exceed five years, including potential one-year option periods. The Government estimates an annual requirement of 900 units and seeks information on product availability, pricing, production capabilities, delivery timeframes, and supplier qualifications. Responses must be submitted by August 7, 2026 (with the federal contract opportunity noting an August 15, 2026 deadline) to Kyle Barner and Nicole Scott via email.

Respondents must address commercial availability, manufacturing processes, lead times, storage and delivery capabilities, domestic sourcing, and compliance with Government First Article Testing (FAT) requirements within 90 days of contract award. The survey requests detailed pricing information including unit prices, quantity price breaks, and maximum order quantities, along with verification of SAM registration and socioeconomic status documentation. Respondents must confirm capability to deliver on a FOB Destination basis throughout CONUS and OCONUS locations and maintain Electronic Data Interchange (EDI) capabilities for delivery order communication. All response costs are the responsibility of the respondent, and proprietary information will not be considered for evaluation.

SUBJECT: MARKET RESEARCH

NOMENCLATURE: Fiber Rope Assembly (NSN: 4020-00-881-8736)

Defense Logistics Agency (DLA) Troop Support is conducting market research on the above-mentioned item to determine an acquisition strategy that will enhance our support of military customers worldwide. DLA Troop Support would appreciate your company sharing its expertise and insight into how this item can be most efficiently procured.

DLA Troop Support anticipates issuing a solicitation for the Fiber Rope Assembly under an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Any resultant contract may be for a term longer than one year. Furthermore, it may contain an option to extend the term of the contract. If an option to extend the term of the contract provision is included in the solicitation, each option term would be one year. However, the total contract term will not exceed five years. The answers to the questions concerning pricing will be one of the factors that will help the Government determine the term of the contract.

This is not a Request for Proposal. This inquiry should in no way be interpreted as a solicitation for offers. This Market Research Survey is for informational purposes only. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the Fiber Rope Assembly and answer the questions on the attached pages. The answers you provide will remain confidential. Please return this survey to Kyle Barner and Nicole Scott via email at Kyle.Barner@dla.mil and Nicole.Scott@dla.mil no later than Friday, August 7, 2026. Thank you for your time and consideration.

Sincerely,
Nicole Scott
