Statement of Work Scalable Science Data Exploration
1.0 Objectives/Requirements
National Aeronautics and Space Administration (NASA)/Marshall Space Flight Center (MSFC) is seeking development of tools, services and platform for scalable visualization, exploration, and analysis of science data on the commercial cloud environment. There is a need within NASA Earth Science to provide end users with a capability to visualize and interactively explore large datasets. Towards that end, current capabilities need to be evolved using innovative solutions.
The main objective of this effort is to develop cloud native tools and services for data ingest and transformation to support scalable dynamic visualization and exploration of science data.
The Inter Agency Implementation and Advanced Concepts Team (IMPACT) is a collaborative, interdisciplinary team of civil service and contractors that works to further NASA’s Earth Science Data System (ESDS) Program goal of overseeing the lifecycle of Earth science data to maximize the scientific return of NASA's missions and experiments for research and applied scientists, decision makers, and the society at large. IMPACT’s three focus areas are interagency collaboration, assessment and evaluation, and research and development of advanced concepts.
This contract contributes to this goal with the development of Components for Scalable Science Data Exploration.
2.0 Scope and Tasks
The contractor shall perform the following tasks:
2.1 Task 1 – A lightweight data management solution is required to demonstrate the data analysis and visualization advancements enabled by data migration to the cloud computing environment. The contractor shall develop and implement Open Source tools for ingesting and cataloging selected science datasets into the cloud in accordance with the task below.
Task includes:
a. Develop solutions to rapidly ingest data in the cloud.
b. Develop automatic metadata extraction tools for ingesting and cataloging datasets.
c. Implement lightweight data access interfaces.
d. Implement tools to transfer commercial data to NASA cloud.
e. Develop recipes and implement conversion of science data to cloud analysis friendly formats (e.g., COG/Zarr).

f. Develop solutions for automatic re-projection to visualize data without need of additional reprocessing.
g. Develop lightweight cataloging for search and access of the ingested dataset.
h. Develop/augment existing pipeline for transitioning artificial intelligence derived insights into production environment.
2.2 Task 2 – Innovative cloud-native services are required for indexing and dynamic scaling.
The contractor shall develop Open Source tools/services to analyze science data on the cloud in accordance with the task below.
This task includes:
a. Develop indexing services for fast data access of the science data on the cloud.
b. Implement/scale tile server for efficient interactive viewing and exploration of science data.
c. Develop science data tools for statistical analysis.
d. Develop ways to scale infrastructure based on demand and usage of science data in the commercial cloud environment.
2.3 Task 3 - Lightweight cloud-native data search, discovery and distribution services are required for the earth observation data science portfolio of NASA’s Earth Science Division of the Science Mission Directorate. The contractor shall develop Open Source tools/services to deliver data from cloud for visualization and geospatial analysis in accordance with the task below.
This task includes:
a. Provide standard application programming interfaces (APIs) to easily integrate geographic information system (GIS) tools (QGIS, ESRI) with ingested science data.
b. Develop service tools that can be used to limit access to commercial data.
3.0 Key deliverables
The Contractor shall report and document the performance of the work in this SOW and fulfill the requirements of the associated Data Requirements Description (DRD) as outlined in the Data Procurement Document (DPD) 1791 (Attachment J-2). The contractor shall determine the data restriction that applies to each data deliverable and mark or transmit the data restriction in accordance with section 2.3.3 of the DPD.
The Contractor shall prepare and submit the following deliverables:
a. Monthly progress reports - In accordance with DRD 1791MA-003, provides progress report for work accomplished for current reporting period, including a report of overall
J-1-3 cost, technical and schedule performance; work planned for next reporting period; and current problems or risks which may impede performance.
b. Annual comprehensive report – submit an annual comprehensive report which detail the development of cloud native tools and services to support scalable dynamic visualization and exploration of science data, in accordance with DRD 1791MA-003.
c. Provide technical information concerning any invention, discovery, improvement, or innovation made by the contractor in the performance of work under this contract.
Technology Reports shall be prepared in accordance with DRD 1791CD-001.
d. Final Scientific and Technical Report - at completion of the contract, submit a final Scientific and Technical Report that complies with the requirements of NFS 1852.235-73 in accordance with DRD 1791MA-002.
e. Semiannual in-person meeting/presentation – virtual meeting with IMPACT management to assess progress and goals.
f. Provide a Software User Manual in accordance with DRD 1791SW-001 to provide a full understanding of how the software is used.
g. Code developed for Tasks 2.1, 2.2, and 2.3 shall be delivered as Open Source – All developed software solutions first produced in the performance of this contract shall be delivered to the Government and shall not contain any unauthorized restrictive markings in accordance with the contract’s data rights clause and in furtherance of NASA’s interest in including such software in the NASA Open Source Catalog.
h. Provide an Organizational Conflict of Interest (OCI) Plan in accordance with DRD
1791MA-001.
4.0 Collaborative Work Environment
IMPACT works in a seamless, collaborative environment utilizing the Scaled Agile Framework (SAFe®) which is synchronized with Headquarters’ customers. As such, all work for this contract can be performed remotely, in a virtual environment. The contractor shall perform the tasks of this contract virtually.
