GREASE TRAP CLEANING SERVICES
STATEMENT OF WORK
Subject
The Federal Bureau of Prisons intends to establish a contract for the provision of Grease Trap
Cleaning Services. Services are to be performed on-site at Federal Medical Center (FMC)
Devens and Federal Prison Camp (FPC) Devens.
The government intends to make a single award firm fixed price contract. This contract is to include all pumping, transportation, and disposal of all waste removed from the grease interceptor
Place of Performance
Place of Performance will be located at FMC Devens and FPC Devens.
These grease interceptors are located at 42 Patton Road and 72 Patton Road, Ayer MA, 01432, respectively.
Description of services:
The scope of these services is to include pumping, transporting and disposal of all waste accumulated inside the grease interceptor(s). This includes, grease, solids, waste water, etc. All waste must be transported to a designated and lawfully permitted disposal site. All waste must be transported and disposed of in accordance with all Federal, State and local laws and regulations.
It is estimated that there will be approximately 445,000 total gallons of grease waste to be disposed of (for a five year period). The use of special tools may be required to break up solids in order to have the interceptors pumped. Any special tools and their use will be the sole responsibility of the contractor to supply.
The two interceptors, FMC and FPC, are located in separate areas of the property, and will need to be serviced by individual trucks and/or workers.
All vehicles entering the FMC secure perimeter to perform work on the 20,000 gallon grease interceptor must be cleaned out of all unneeded tools, equipment and personal items prior to reaching the rear gate of the prison. Failure to clear out vehicles can increase the wait time to enter the perimeter, as all vehicles are searched per Bureau of Prisons policy. Contractor must provide a full inventory of tools and equipment that will be brought into the facility prior to performance of services. Any lost time associated with searching extraneous items will be the responsibility of the contractor. Further instructions and regulations concerning entering the perimeter will be provided upon award.
The bottom of the 20,000 gallon grease interceptor is approximately 18’ in the ground. The contractor will ensure that appropriate hoses, shovels, tools, flashlights, inspection equipment, etc. is supplied to ensure that the job is completed in a timely manner.
In addition to cleaning the grease interceptors, five (5) gallons of Drainmaster chemical additive
(or equivalent) to be added to each grease interceptor after each cleaning to help to maintain the grease interceptor and associated drain lines.
Supplies and Equipment
The contractor will provide the truck, labor, and equipment necessary for effective removal, transportation/disposal of waste, and application of “Drainmaster” solution or equivalent to effectively clean/de-grease the traps. It is estimated that approximately 5 gallons of degreaser will be required for each trap. All material located within the container upon removal become the property and responsibility of the contractor to dispose of in a lawful manner.
Description of Duties
The contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in the Statement of Work as long as the requirements are met in accordance with the policies described above.
The services, although not directly supervised, shall be reviewed by institution staff to ensure contract compliance. Contractor performance will be monitored by the COR and evaluated in accordance with FAR Part 42.
Delivery Schedule:
The contractor will provide grease trap cleaning and waste disposal at the scheduled times below. The specific days for performance of these services will be established after contract award.
Services required are the removal of an estimated 20,000 gallons from the FMC quarterly and an estimated 1,500 gallons from the FPC every other month.
Services will be scheduled by FMC Devens staff with exact times and dates of each visit to ensure proper clearances and staffing are on hand to escort vehicles. The exact intervals between cleanings will be determined as needed by the Contracting Officer’s Representative (COR).
FMC Devens grease trap is 20,000 gallons and is located at 42 Patton Road.
FPC Devens grease trap is 1,500 gallons and is located at 72 Patton Road.
The 20,000 gallon grease trap located at the FMC will be pumped out in a single trip, and contractor is responsible for ensuring that enough trucks, equipment, and manpower are on site to ensure that the tank is emptied as required.
The “Drainmaster” (or equivalent) chemical will be added after the interceptors are cleaned, and all chemicals are to only be brought in amounts that will be totally used in a single trip. No chemicals are to be stored on Government property for future use.
The services provided will be consistent with industry standards and policies required by the
Federal Bureau of Prisons (FBOP). The services will be monitored by a representative of FMC
Devens. The contractor will pump out and service the great traps and dispose waste in accordance with all applicable federal, state, and local laws and regulations. All materials located within the container upon removal become the property and responsibility of the contractor to dispose of in a lawful manner.
Institution Security
The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. Access to the containers will be available only during the scheduled hours, unless prior approval of the COR is obtained. The contractor will provide a list of employees who will be driving and assisting the truck that will be entering the secure perimeter.
While on institution grounds and prior to departure, the operator, equipment, and vehicle shall be subject to security checks and inspections. The Government reserves the right for security reasons to prohibit certain vendor employees from entering the facility.
Services provided under this contract will not normally require contact with inmates. The contractor, including any employee or representative of the contractor shall submit to a National
Crime Information Center (NCIC) inquiry prior to entering the institution. FMC Devens will be responsible for the following vouchering and law enforcement checks in accordance with the
Human Resource Manual.
The Contractor will not be subject to Government supervision, except for security related matters and monitoring of contract performance. In accordance with Bureau of Prisons Acquistion
Policy 13.103 (b), the following investigative procedures may be applied and appropriate forms completed before any Contractor employees are permitted inside an institution:
“(1) National Crime Information Center (NCIC) check;
(2) Declaration of Federal Employment (OF-306);
(3) FD-258 (fingerprint check);
(4) Law Enforcement Agency checks;
(5) Vouchering of Employers;
(6) Employment Resume;
(7) Completed Contractor Pre-employment Questionnaire;
(8) Release of Information;
(9) Questionnaire for Sensitive Positions (SF-85 for Low Risk, SF-85P for above low risk);
(10) Credit Check, if applicable;
(11) Urinalysis, if applicable”
Delays:
Due to the nature of the correctional setting, delays in performance of work may be expected.
Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When the contractor reports to the institution on a scheduled pickup but is unable to performance services due to such delays, the contractor will be paid for their time in the form of a predetermined trip fee. The unperformed pickup may be rescheduled at the BOP’s discretion or may be performed on the next regularly scheduled pickup. Charges for the trip fee should be represented as separate line item charges on each invoice.
Non-Personal Services Information: This service is a contractual arrangement and not a personnel appointment. Payment is based on the provision of an end product or the accomplishment of a specific task. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored. The contractor shall attend all training required by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls or Government training sessions for institution staff.
Invoice
Payment is based on the provision of an end product or the accomplishment of a specific task.
Payment terms shall be as specified in FAR 52.212-4 (g).
A summary invoice shall be submitted at least monthly or upon expiration of this contract, whichever occurs first, for all services made during a billing period, identifying the delivery tickets covered therein, stating their total dollar value, and supported by receipt copies of the delivery tickets.

Specific Requirements
The contractor will be licensed/permitted by the State of Massachusetts and will provide evidence of proper waste disposal, in accordance with all current Federal, State, and local codes, laws, and requirements regarding the disposal of solid waste.
