About this file

This is a Cost Proposal Form for Unarmed Perimeter Security Services issued by the Superior Court of California, County of Sutter. The Court is soliciting proposals for a three-year contract with two optional one-year renewal periods. Pricing proposals must remain valid for 180 days from submission. The solicitation requires contractors to provide detailed cost information including position titles, weekly hours, and hourly billing rates for guard and supervisory positions that will perform unarmed weapon screening and perimeter security services at the Sutter Court facility.

The pricing structure requires flat hourly billing rates that must encompass all wages, benefits, uniform costs, background checks, drug testing, orientation, training, allowances, and differentials, excluding holiday pay. Contractors must itemize any additional costs not specifically requested in the bid requirements. Overtime work requires advance written authorization from the Court's CEO or designee and is compensated at one and one-half times the hourly billing rate for hours exceeding eight hours daily or 40 hours weekly. However, contractors must absorb overtime costs if their relief guard arrives late, resulting in extended shifts for the current guard. The Court will not reimburse contractors for parking, supplies, equipment, or sundries used in performance of the work.
