About this file

This document is an Operational Narrative prepared by the City of Bend's Water Operations department for River Wells No. 1 and No. 2 (Asset # WAWL00RW1 & WAWL00RW2), high-production groundwater sources located at 341 and 301 SW Shevlin-Hixon Drive respectively. River Well No. 1, constructed in 1972, is a vertical line shaft turbine well with a depth of 900 feet that pumps approximately 1,930 gallons per minute at 630 feet of total dynamic head through a 15-stage pump powered by a 500-horsepower motor. River Well No. 2, constructed in 1978, is a submersible well at 800 feet depth pumping 1,950 gallons per minute at 230 feet of total dynamic head with a 400-horsepower motor. Both wells supply water primarily to Awbrey Reservoir and are classified as high criticality assets essential to meeting summer peak demands and providing system resiliency during surface water outages. The narrative provides comprehensive operational procedures, including startup and shutdown sequences, manual chlorination controls, waste management protocols, and technical specifications for pumps, motors, control systems, and associated piping.

The operational procedures document details manual operation requirements for both wells, including pre-startup lubrication procedures, waste valve management, and pressure control measures to prevent system over-pressurization. River Well No. 1 incorporates SCADA communication and programmable logic controller capabilities, while River Well No. 2 operates entirely manually. Both wells feature manual gas chlorination systems with redundant equipment at Well No. 2 and waste discharge to the Deschutes River. The document includes well schematics, pump curves, equipment photographs, and maintenance logs. Related capital improvements are anticipated through the River Well #1 Renewal Project, which addresses significant structural and well integrity concerns identified in recent investigations, including 3.5 inches of differential settlement, foundation cracking, and multiple casing leaks between 357 and 480 feet below ground surface, with an estimated budget of approximately $525,000 for engineering design and implementation services.

DESCRIPTION

The River Wells are high production wells that primarily supply water to Awbrey Reservoir. River Wells have the capability of supplying water to any PL-05 reservoir, however under normal operation this does not occur. River Wells are operated to satisfy summer demands. These wells are expensive to start so ideally they are kept running for as long as possible once they are started up.

River Wells are high pressure wells. They waste to the river at approximately 95 psi. There is no pressure relief valve directly associated with River Wells; this pressure relief function is achieved by the outlet of

Awbrey Reservoir which is open to the air.

Note:

There is no on-site PLC panel.

There is a booster pump in River Well House No. 2 that is not used.

Chlorination:

Chlorination at River Wells is manually controlled and not flow-proportional. If both wells are running and one shuts down for any reason an operator must manually reduce the concentration of chlorine being

Updated: 12/12/16 injected into the system. Consult the Start-Up SOP for additional details on the manual operation of the chlorination system. The River Wells are equipped with a redundant chlorination system.

High Pressure Kick-Out:

It is preferable to start River Well No.1 before starting River Well No. 2 to avoid triggering a high pressure kick-out on start-up. If River Well No. 2 is running and you want to start River Well No. 1 you must first open the waste valve to reduce the system pressure.

Waste:

River Wells No. 1 and 2 waste to the river via the same waste line.

Outlet Pipe:

River Wells No. 1 and 2 share an outlet pipe.

OPERATIONAL SOP, WELL NO. 1

General, Well No. 1:

A. River Well No. 1 is a large well pumping 1900 GPM in PL-05.

B. Awbrey Reservoir is usually the key to using this well, but it can supplement all PL-05 reservoirs, such as Pilot Butte Reservoirs No. 1 and No. 3.

C. Make sure Awbrey Reservoir is online and the outlet is open to avoid an over-pressurization problem in PL-05.

Operation Well No. 1:

1. Immediately upon entering River Well No. 1 building—even before turning on the lights—turn on the ¾” and 1” ball valves to supply water to the lubing system. They are located on the 12” well discharge piping close to the floor.

2. Check panel lights. If OK, turn switch to the on position and hit the start button.

3. This starts the pre-lube timer not the lube line. We already did that upon entering the building.

4. After 10 minutes the well will start and flow to waste through the normally open 8” Cla- valve.

5. After 5 minutes of discharge to the river the Cla-valve closes and water enters the system.

6. The well is now on – proceed to fill out the clipboard on site for PSI, AMPS, flow and run time.

7. Chlorinating the water is done manually also, using the chlorine room at River Well No. 2.

8. Open chlorine tanks if closed and put HOA switch in auto. This will shut off the pump if the well goes down.

9. Put the adjoining selection switch to the appropriate wells being run.

10. Set the chlorine settings by turning red knob on chlorinator. The common settings are 22 pounds per well being used.

11. Date and sign flow chart for River Well No. 1 inside River Well No. 2 building.

Shutdown Well No. 1:

1. Shutdown of River Well #1 is done manually.

2. First adjust chlorine or shutdown totally if only No. 1 well is being used, by turning HOA switch to off.

3. Switch selector switch to the appropriate setting – If only No. 1 is running switch to nothing.

4. Return to River Well No. 1 building – fill out clipboard again- PSI, AMPS, flow & run time.

5. Turn HOA switch to off.

6. After the well ratchets down, turn off the lube line valves on the 12” main discharge. Don’t use other ball valves they are preset for flow.

7. River Well No. 1 is now in standby and ready for next start-up.

OPERATIONAL SOP, WELL NO. 2

General, Well No. 2:

A. River Well No. 2 is also one of our largest wells pumping over 1900 GPM into PL-05.

B. It is entirely manually operated.

C. It is used anytime additional water is needed in PL-05 reservoirs.

D. Be sure the Awbrey Reservoir outlet is open to avoid over pressuring PL-05.

Instructions:

1. Immediately upon entering River Well No. 2 building—even before turning on the lights—open two ball valves to supply water to lube lines. They are located on the east side of the well, near the floor.

2. Go to the start-up panel and hit the start button. This activates the timer for the lube system.

3. After 11 minutes the motor will start and the well will pump to waste. The waste line is tied in with

River Well No. 1 and goes directly to the river through a large culvert northeast of the Art Station.

4. After 5 minutes the 6” Cla-valve that is going to waste will close.

5. The discharge pressure should not exceed 95 PSI as a high discharge kick out is set for 100 PSI.

If the well kicks out, start-up procedures must be repeated from the beginning. A kick out of River

Well No. 2 can result in a kick out of River Well No. 1 if it is running since they share the same mainline which feeds into the distribution system.

6. With the well on and flowing into the system, flip the alarm switch to the on position. It is located on the control panel. This is a telemetry alarm that will activate should the well shut down for any reason.

7. Chlorination of the well water is done manually. If River Well No. 1 is already in use, increase dosage by another 22 lbs.

8. If River Well No. 1 is not running, turn HOA switch to the auto position, make sure tanks are on and adjust chlorination to 22 lbs.

9. Turn selection switch to appropriate setting on wells being used.

10. Adjust flow chart in building and fill out clipboard.

Notes:

A. Pumping levels are unknown as bubbler line was damaged when installed.

B. Manual start-up and manual waste. A 6” Cla-valve automatically assists in wasting but cannot handle the total flow when over 1900 GPM.

C. Pressure at well head is 73 PSI to 85 PSI depending on system capacity and if River Well No. 1 is running also.

Shutdown, Well No. 2:

1. Fill out clipboard for run time and amps prior to shutting down.

2. Turn alarm switch to the off position.

3. Adjust chlorine feed rate to one well if No. 1 is running or turn off completely by turning HOA switch to off and chlorine selector switch to none.

4. Hit the stop button on the panel and the well will slowly wind down and backspin.

5. Close the lube line ball valves.

6. River Well No. 2 is now in standby and ready for the next start-up.
