Where excavated material is to be used for backfill and there is a deficiency due to a rejection of part thereof, Contractor shall furnish the required amount of approved material at no additional cost.

Use of water during backfill operations for jetting or puddling shall not be permitted.

Do not backfill trenches until tests and inspections have been made and backfilling authorized by Engineer. Use care in backfilling to avoid damage or displacements or pipe conduits, utilities or structures being backfilled.

Cold Weather Protection: Protect excavation bottoms against freezing when atmospheric temperature is less than 35o F.

Do not backfill behind abutment walls, backwalls or retaining walls until 10 days after placing the concrete, and then only if the concrete has attained its minimum specified strength.

Do not perform excavating, backfilling or compacting in weather conditions or the condition of the materials are such, that in the opinion of Engineer, the Work cannot be completed in accordance with the Specifications.

Do not use as backfill frozen materials or wet materials containing moisture in excess of the amount necessary for satisfactory compaction.

Prior to use, moisten dry backfill material not having sufficient moisture to obtain satisfactory placement or compaction.

Prevent spread of dust during performance of Work by thoroughly moistening excavation areas by sprinkling and other methods approved by Engineer.

Backfill Methods:

All backfill to be in accordance with plan sheet 5 of 5, temporary pavement restoration and final pavement restoration details.

A. Bedding Under and Around the Pipe and Backfilling to a Height of One Foot above the

Pipe:

Backfill material shall be AASHTO No. 57 and shall be hand placed, in layers not exceeding six (6") inches in depth. The backfill material shall be brought up evenly on both sides of the pipe and shall be thoroughly consolidated, by hand tamping, simultaneously on both sides of the pipe.

B. Backfilling from One Foot above the Top of Pipe to Five Feet above the Top of

Pipe:

Backfill material shall be earth, gravel or as shown on the typical details which contain stones not more than six (6") inches in largest dimension, but not in proportion exceeding 1 part stone and 3 parts earth, sand or gravel. No clay material or wet material shall be used. The backfill material may be hand or machine placed, in layers not exceeding twelve (12") inches in depth. The backfill material shall be brought up evenly on both sides of the pipe and shall be thoroughly consolidated, by mechanically tamping.

C. Backfilling above a Level Five Feet above the Top of Pipe:

Backfill materials shall be as described in "B" above. Backfilling shall be either as described in "B" above, or by filling machine in one operation and compacting by heavy duty tamping machines of the paving breaker type in fifteen (15") inch lifts.

Should in the opinion of the Engineer, the material excavated from the trench be unsuitable for backfilling, the Contractor shall, at his own expense, secure suitable material from other sources.

As the trenches are backfilled and the Work completed, the Contractor shall, at his own cost and expense, remove and dispose of all surplus earth, rock, debris or other material from the Work.

In case the Contractor shall fail to do so, or make satisfactory progress in doing so, within 24 hours after the receipt of a written notice from the Engineer, the Owner may remove such surplus material and clear the roadways, sidewalks and private rights-of-way, and the cost of said work shall be charged to the Contractor and deducted from any monies due to or to become due him or her under the Contract.

D. All compaction shall meet one hundred (100%) percent maximum dry-weight density of the material used.

10. TEMPORARY REPAVING

Within 24 hours after the backfill has been placed and thoroughly consolidated as specified above, the Contractor shall place as temporary repaving over the pipe trenches, seven (7") inches of clean, dry, crushed No. 2A stone, screened and rolled until it is uniformly to an elevation two (2") inches above the adjoining undisturbed street paving surface. It shall be maintained in good condition, adequate for the usual traffic, until such time as the trenches are permanently repaved as set forth in the other sections of these Specifications. The Contractor shall pay any claim for damages arising from his neglect to maintain the temporary surface.

PennDOT has new bituminous tack coat specifications known as TACK. A non-tracking tack called NTT/CNTT is also available. The emulsifier used when producing these materials can have a positive cationic charge or a negative, anionic charge, depending on the supplier who made it.

When purchasing tack coat material from different suppliers, a certification must be given to make sure that materials with opposite charges are not inadvertently combined. TACK has a minimum asphalt residue content requirement of 57 percent.

In addition, a non-tracking tack (NTT) material, which has an asphalt residue content of at least 50 percent, can be used. The increased asphalt residue content enhances its bonding capability. The new specifications for the residue rates are based on surface types as well as condition.

Publication 408, Section 460.3 Table B

Surface Type

Uniform Asphalt Residue Rate (RR)

(gallons per square yard)

New Bituminous Paving 0.03 to 0.05

Existing Bituminous Paving 0.04 to 0.07

Milled Surface (Bituminous & PCC) 0.04 to 0.08

Portland Cement Concrete 0.04 to 0.07

A 100-foot test strip shall be constructed at the start of the paving project to verify the agreed-upon application rate. The application rate to achieve a uniform asphalt residual rate can be determined using the following equation:

AR = (RR/ARC)

AR is the application rate in gallons per square yard; the amount of asphalt sprayed by the distributor truck.

RR is the residual rate in gallons per square yard; the amount of emulsified asphalt remaining on the surface after it has broken and set.

ARC is the asphalt residue content (% divided by 100); the percentage amount of asphalt in the emulsified asphalt. It is provided on a bill of lading and expressed as a decimal.

All materials for temporary surface shall meet Pennsylvania Department of Transportation Form

408 Specifications.

11. RESTORATION AND CLEANUP

All final grading and restoration shall be completed in accordance with the appropriate section(s) of these Contract Documents.

Prior to final restoration, maintain all areas of the Work including, but not limited to, paved surfaces, public and private roadways, lawn and meadow areas, in a safe, desirable and convenient condition. Paved areas and all public and private roadways shall be swept and flushed after backfilling, and re-cleaned as dust, mud stones, and debris caused by the Work, or related to the

Work, again accumulates. Failure on Contractor to perform this Work shall be cause for Engineer to order the Work by others, with the resulting cost subtracted from Contractor’s next monthly payment request. Any such costs shall be deemed a reduction in the total amount due Contractor under the Contract and no subsequent reimbursement shall be made to Contractor by Owner for these costs.

Remove all dirt, rubbish and excess earth from the excavation and dispose of all excess materials in a manner and place acceptable to all governing agencies at an approved PA DEP disposal site.

Leave construction site clean at the end of each working day to the satisfaction of Engineer.

Repair or Correction of Unsatisfactory Conditions: All unsatisfactory conditions resulting from the

Work shall be corrected.

Any subnormal or dangerous condition caused by the Work, on any surface, shall be repaired or corrected within two hours of observance or notification of its existence. If repairs or corrections are not made within this period, Owner shall cause to have the Work completed by others with the resulting cost subtracted from Contractor’s next monthly payment request. Any such costs shall be deemed a reduction in the total amount due Contractor under the Contract and no subsequent reimbursement shall be made to Contractor by Owner for these costs.

There shall be no additional payment made for maintenance Work.

11. MEASUREMENT AND PAYMENT

Payment for this item shall be included in each item of Work required, as shown on the Bid Form, complete in place in accordance with the Contract Documents and good construction practice, including all materials, operation, workmanship and appurtenances for a complete job and shall
