Laundered clothing shall be accomplished by commercially acceptable practices utilized by mass commercial production laundry facilities in accordance with current industry standards and manufacturer warranty cleaning instructions.

Each processed item shall be entirely clean, thoroughly dry and free of lint. Laundering shall not reduce or alter arc flash ratings as established in this contract. Minor discoloration as a result of staining is acceptable.

4.2. Upon completion of the laundering process, clothing shall be free of odor and no trace or residue of washing detergents shall be left on clothing. Colors shall be bright and clean. Clothing shall be machine finished so that all surfaces are smooth and free of wrinkles.

Each employee’s protective clothing shall be grouped separately and the hangers bound together by a wire tie or rubber band.

5. INSPECTION AND REPAIRS

5.1. The Contractor shall inspect all personal protective clothing for wear and repair. Personal protective clothing that becomes overly worn and ineffective through normal wear will be identified during the Contractor’s inspection process and replaced upon the next scheduled delivery. The Contractor shall provide minor repairs to personal protective clothing rented under this contract. A minor repair is considered to include but is not limited to, the replacement of snaps, buttons, and zippers, minor sewings such as small tears, seams, pockets, emblems, and other similar damage.

5.2. Repairs must not degrade arc flash ratings. The contractor’s determination that clothing is beyond economical repair shall obtain replacement approval from the COR prior to replacement. Following the initial new clothing issue, pre-worn protective clothing may be accepted if it meets all the manufacturer’s quality and protective standards and unsoiled.

5.3. The contractor shall provide a program of continual replacement of clothing required due to normal wear and tear throughout the life of the contract. Replacement of clothing shall be “Unsoiled Clothing” which may or may not be new as determined by the COR. “Unsoiled Clothing” means clothing with no visible stains, mends, repairs

(except interior or pocket reinforcing), or discoloration.

5.4. The government will only pay for the replacement of clothing when an item has been determined lost or damaged beyond economical repair due to government action and is not due to normal wear and tear.

6. LAUNDRY SERVICE

6.1. Drop off/pick up location: The Contractor shall pick-up and deliver personal protective clothing to one central location at Public Works Division (PWD) located at the Marine Air Ground Task Force Training Command

(MAGTFTC), Marine Corps Air Ground Combat Center (MCAGCC), Twenty-nine Palms, CA, Bldg. 1118.

6.2. Pick-up/delivery shall occur once a week and on the same day each week. Laundry picked up one week shall be returned the following week. In the event a holiday falls on the established pick-up/delivery day, the contractor shall perform the service on a working day prior to the holiday (i.e., if the service is scheduled on Wednesday, the contractor shall provide service on Tuesday; service scheduled on a Monday shall be performed the previous

Friday).

6.3. The Contractor and COR shall conduct a joint inventory of items being picked up and delivered each week. An itemized receipt provided by the contractor shall be utilized. A copy of the inventory results shall be provided to the

COR.

6.4. The Contractor shall replace all shortages during the next delivery date.

6.5. The Contractor shall provide a close-out, on-site physical inventory with the COR at the conclusion of the contract. A copy of the inventory results shall be provided to the COR within thirty (30) business days after performing the inventory. The report shall identify, in detail, all information related to lease and laundering, loss/damaged articles and/or issues affecting the ability of the contractor to meet service requirements. The contractor will transmit this information by either email service to the Government’s COR.

7 CONTRACTOR RESPONSIBILITIES

7.1 The Contractor shall provide a point of contact and phone numbers for personnel assigned to administer the contract. The Contractor shall take appropriate action to ensure no delays are caused by the lack of personnel, equipment, parts, or tools.

7.2 The Contractor shall be certified and hold all applicable permits to handle and dispose of all waste material regulated under applicable Federal, state, and local laws. The Contractor’s operations shall also be in accordance with these same laws.

7.3 Quality Control - The Contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with the contract and this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

The final QCP will be provided to the Government at the time of the award. The Contracting Officer may notify the

Contractor of required modifications to the plan during the period of performance. The Contractor shall coordinate modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to the effective date of the change. The QCP shall be subject to the Government’s review and approval.

The Government may find the QCP “unacceptable” whenever the Contractor’s procedures do not accomplish quality control objectives. The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found “unacceptable”.

7.4 Phase-out Period - All contractor supplies, equipment, and garments shall be removed from the Base within the 30 days after the contract end date. The phase-out period must not exceed 30 days after the expiration of the contract. It is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The Contractor shall keep the Government fully informed of the status throughout the transition period.

8. GOVERNMENT RESPONSIBILITIES

8.1 Upon receipt from the contractor, the Government shall be responsible for ensuring that all garments are properly accounted for. When Contractor-delivered garments are received, the COR will maintain an inventory of all provided garments. Responsibility for loss of or damage to garments under this contract shall be handled in accordance with the procedures listed in this PWS in paragraphs 5.4 & 6.5.

8.2 The Government shall monitor the Contractor’s performance in accordance with the Government’s Quality

Assurance Surveillance Plan (QASP). The Government will regularly inspect the Contractor’s contract performance.

All findings of incomplete or defective performance will be subject to re-performance. All costs associated with re-performance are the sole responsibility of the Contractor. Inspection of services does not constitute acceptance of services, nor does it relieve the Contractor of any responsibility to take all actions necessary to assure the highest quality of services rendered.

9. CONTRACTING OFFICER REPRESENTATIVE (COR)

9.1. The designated COR shall be the technical point of contact for the Government. The COR shall be appointed in writing by the Contracting Officer of the Regional Contracting Office (RCO).

9.2. Upon learning of a discrepancy during the joint inventory or employee notification of a discrepancy with their clothing, the COR will contact the contractor and coordinate resolution. All logistical coordination and contact with the contractor shall be initiated by the designated COR.

9.3. The COR shall coordinate with the contractor their base access to the installation. Only authorized representatives may render laundering services unless the list is subsequently modified by mutual agreement between the contractor and the COR to add/delete authorized representatives.

9.4. The COR shall review and certify the contractor’s invoice in Wide Area Workflow (WAWF) to ensure that services cited have been performed; and are consistent and reasonable for the effort completed during the period covered by the invoice.

9.5. The COR shall monitor the contractor’s progress, invoicing, and quality of performance; notify the contractor of deficiencies observed during surveillance, and direct appropriate action to effect correction.

9.6. The COR shall record and report to the Contracting Officer incidents of faulty or nonconforming service, delays, or problems.

9.7. The COR is not authorized to make changes, or provide monetary adjustments to the contract. The only authority that can make contractual changes is the Contracting Officer of the Regional Contracting Office at (760)

830-5118. The designated COR for PWD is listed below.
