About this file
This document is a Fiscal Year 2025 Income Limits Documentation from the U.S. Department of Housing and Urban Development (HUD) for the Harrisburg-Carlisle, Pennsylvania Metropolitan Statistical Area (MSA), which encompasses Cumberland, Dauphin, and Perry Counties. The document provides detailed income limit categories for different family sizes, including Very Low (50%), Extremely Low, and Low (80%) income limits, with the Median Family Income for the area set at $105,400.
The income limits are structured across eight different family size categories (1-8 persons), with varying income thresholds for each category. For example, a single-person household's Very Low (50%) Income Limit is $36,900, while an eight-person household's limit is $69,600. The Extremely Low Income Limits are calculated based on the FY 2014 Consolidated Appropriations Act, which defines the limits as the greater of 60% of the Section 8 very low-income limit or the poverty guideline established by the Department of Health and Human Services, not exceeding the Section 8 50% very low-income limit.

NOTE: Dauphin County is part of the Harrisburg-Carlisle, PA MSA, so all information presented here applies to all of the Harrisburg- Carlisle, PA MSA.
The Harrisburg-Carlisle, PA MSA contains the following areas: Cumberland County, PA; Dauphin County, PA; and Perry County, PA.
* The FY 2014 Consolidated Appropriations Act changed the definition of extremely low-income to be the greater of 30/50ths (60 percent) of the Section 8 very low-income limit or the poverty guideline as established by the Department of Health and Human Services (HHS), provided that this amount is not greater than the Section 8 50% very low-income limit. Consequently, the extremely low income limits may equal the very low (50%) income limits.
