CFM-Connect Transitional Living AHUs to Emergency Power Design/Build Project Number: 629-20-109

1. GENERAL GUIDANCE

1.1. Title of Project: CFM-Connect Transitional Living AHUs to Emergency Power

1.2. Scope of Work:

1.2.1. The contractor shall provide all labor, materials, tools, equipment and supervision necessary to design and build (Design-Build or D-B) a project to place the two main Air Handling Units (AHUs) in the Transitional Living Building on emergency circuits. Currently, the two air handlers that serve the Transitional Living Building (also known as Building M, “TLR”, “TL” or 06), AHU 1, dedicated outside air unit (DOAS)1A, AHU 2 and DOAS 2A, are powered via a normal power substation. Normal power is defined as power which is backed up by generator power, but not prioritized by the electrical system to maintain power at all times, designated as life safety or critical, nor phased to have a return of alternate power source within ten (10) seconds. As a result, there is no means of switching to an Emergency Power substation for the AHUs. The TL building houses long term care and hospice patients. The facility has determined these pieces of equipment to be critical as the loss of the units could result in the introduction of significant infection control hazard. The contractor will design and install a new appropriately sized Automatic Transfer Switch (ATS) and rewire all appropriate electrical equipment to allow operation of the two AHUs when the campus switches to emergency power.

1.2.2. The Contractor shall deliver the requirements as specified in this statement of work. The Contractor for this design shall provide all necessary investigation, verification of as-built conditions, development of specifications, development of cost estimates, development of construction documents, and contract administration for the execution of the project referenced above. The D-B FIRM shall review all product submittals for construction plan compliance, offer recommendations to the VA concerning all submittals, conduct site visits, review requests for information (RFI), maintain and produce accurate post construction documents for submission to the VA.

1.2.3. This design shall include all site development services and construction services necessary to complete the improvement tasks described herein.

1.2.4. Work shall occur for the following location:

1.2.4.1. Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, LA 70119

1.2.5. Performance Period: The Contractor shall complete all designs, documents, and construction required under this SOW in 200 calendar days of issuance of the Notice-To-Proceed. Work on site shall begin no more than ten (10) calendar days after Notice-To-Proceed is issued. Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by Contracting Officer’s Representative (COR) and/or the Contracting Officer (CO).

1.2.6. Recognized Federal Holidays:

1.2.6.1. New Year’s Day, January 1*

1.2.6.2. Martin Luther King Jr. Birthday, Third Monday in January

1.2.6.3. Washington’s Birthday (President’s Day), Third Monday in February

1.2.7. Construction period services, such as site visits for specific tasks that cannot be completed during “regular work hours” (7:30 am – 4:00 pm) Monday through Friday, may be required as part of this contract.

1.2.8. Type of Contract: This contract shall be a firm-fixed price.
