STATEMENT OF WORK
I. GENERAL INFORMATION
A. Introduction. The USGS provides fire science information to DOI land managers such as BLM and FWS. Simulations of how vegetation (which is “wildfire fuel”) treatments such as mowing or herbicide applications influence wildfires are required by the land managers.
Currently, the USGS lacks the ability to mechanistically simulate wildfire spread over large landscapes that are subject to management land fire hazard planning. USGS requires an external provider to do the fire spread modeling.
B. Background. The USGS has been measuring wildfire fuels on areas where the fuels are managed by land managers. The USGS is able to simulate how fire behavior (flame lengths, rate-of-fire spread) might vary at points in a landscape that have different vegetation/fuel characteristics or treatments.
But, land managers need to know how fire risk at the whole-landscape level will vary under different natural and managed conditions, and the only way to determine this from USGS field data is through simulation modeling.
C. Scope: The contractor will simulate fire spread using HexSim and CircuitScape in ways that reveal different levels of fire risk as it relates to vegetation change over time on and adjacent to roadside fuel breaks that were recently created with herbicide, seeding, mowing, and/or hand cutting shrubs, in and around the Soda Wildfire area. Analyses will address variability in:
a. site climate and post-treatment weather scenarios,
b. fuel break re-treatment/maintenance options,
c. landscape management options (e.g., grazing)
d. exotic plant invasions on/off fuel breaks.
II. WORK REQUIREMENTS
A. The offeror must demonstrate expertise in the HexSim modeling platform, including authorship (lead author) of peer-reviewed scientific publications using HexSim and CircuitScape
B. Technical Requirements.
1. Phase 1: Communicate with USGS and BLM to specify details of fire spread model outputs (November 1, 2020). Phase 2: perform the fire-spread modeling (June 1, 2021). Phase 3: interpret the fire spread model outputs and work with USGS to publish the results in a peer-reviewed journal (October 1, 2021).
2. Criteria for acceptance of Product or Service: Compliance entails regular email updates on progress (no less than quarterly), providing fire-spread model outputs, and co-authorship* on a resulting peer-reviewed, scientific publication (*either as lead or co-author).
C. Deliverables.
1. Phase 1: outline of detailed objectives and outcomes, Phase 2 and 3: outputs of the models including detailed descriptions of methods and analyses
2. Delivery dates: Phase 1: November 1, 2020; Phase 2: June 1, 2021; Phase 3: October 1, 2021.
III. SUPPORTING INFORMATION
A. Place of Performance: The contractor is free to conduct the work (all computer-based) at any location of their choosing.
B. Period of Performance: Date of Award through October 1, 2021. Four Option Years thereafter for in-scope fire modeling using new data and computational changes.
C. Government Furnished Property (GFP): None.

D. Special Considerations.
1. Key Personnel Qualifications:
Prospective offerors must submit a resume to support their qualifications and document they have the required experience and background for the tasks described in the qualifications:
a. PhD level education in landscape ecology and spatial modeling.
b. Demonstration of successful research completed on fire spread modeling using the spatially explicit network-simulation based approach of CircuitScape as well as the spatially explicit, mechanistic HexSim modeling platform.
c. Knowledge of how the software works, how to interface it with input data, and how to adapt it to fire spread modeling is required.
2. Resulting data and code will become property of the USGS
3. Security/Privacy issues: Not applicable
Evaluation and Instructions for Quotations
I. Evaluation of Quotations:
The USGS shall perform comparative evaluations (comparing offers to each other) to select the contractor whose items are best suited, and provide the best value to the Government, price and non-price factors considered. The factors to be used in the comparison are:
A. Degree to which the Key Personnel Qualifications are met as listed on the Statement of Work;
B. Past performance record;
C. Price
II. Instructions for Quotations:
To facilitate evaluation of the three factors noted above, the following information is requested to be submitted with your submission:
A. Degree to Which Technical Requirements are met. Provide the following information:
Resumes for all Key Personnel
B. Past Performance
The government will use all methods available to determine the contractor’s past performance on prior work by searching existing government past performance databases (e.g. CPARS and FAPIIS), and reserves the right to request additional data from any and all sources or references developed in determining a contractor’s relevant past performance for similar work in the past. In addition to its own sources, it is requested that the following information be provided with your submission:
Successful past performance performing similar services
C. Pricing
Complete the RFQ line items for base year and four (4) option years as applicable for services required.
