PERFORMANCE WORK STATEMENT
REFURBISH 96 EACH
WEAPONS HANDLING LASHING STRAP ASSEMBLIES
1.0 Background:
1.1 This Performance Work Statement (PWS) describes task performed by awardee in support of a
SSN 688 Class Submarine Project at Pearl Harbor Naval Shipyard and Intermediate
Maintenance Facility (PHNSY & IMF), Pearl Harbor, Hawaii. The awardee shall provide the material and work required to generate the deliverables enumerated below.

3.0 Objective/Scope:
3.1 OVERALL OBJECTIVE: The awardee, here after referred to as the Contractor, shall refurbish and weight test (96 each) Weapons Handling Lashing Strap Assemblies to original design specifications within the contract duration allowed.
3.2 SCOPE: The Contractor shall refurbish and weight test 96 each Weapons Handling Lashing
Strap Assemblies.
3.2.1 PHNSY & IMF will supply to the Contractor (96 each) Weapons Handling Lashing Strap
Assemblies.
4.0 Performance Requirements:
4.1 After contract is awarded, the Contractor must be able to deliver all refurbished Weapon
Handling Lashing Strap Assemblies to PHNSY & IMF. Return shipping will be accomplished by utilizing PHNSY & IMF’s shipping account. This information will be provided to the
Contractor after contract award.
4.2 The refurbishment and weight testing of the 96 each Weapons Handling Lashing Strap
Assemblies shall be in accordance with Reference (1), Paragraphs 3-2-2-2 utilizing References
(2), (3), (4) and (1), Figure 6-99 as guides. While disassembling, the Contractor shall plug and protect threads and machined surfaces not requiring zinc plating. Weapons Handling Lashing
Strap Assemblies require zinc plating/repair in accordance with Reference (2) and References
(4). Contractor shall reassemble and inspect Weapons Refurbishment of the Weapons
Handling Lashing Strap Assemblies in accordance with Reference (1), Paragraph 3-2-2-2.
4.3 The Contractor shall certify that the Weapons Handling Lashing Strap Assemblies meet or exceed original design specifications, using References (1) thru (5) as guides and provide certification of all work. Complete weight test hard cards (QA-17W) per Reference (5) for the
Weapons Handling Lashing Strap Assemblies and provide hard-cards to the Contract Specialist and Contracting Officer’s Representative (COR).
4.4 Upon completion of refurbishment, the Contractor shall return ship to PHNSY & IMF the 96 each Weapons Handling Lashing Strap Assemblies.

4.5 The Contractor shall protect, package, and ship (96 each) Weapons Handling Lashing Strap
Assemblies in suitable shipping containers which will prevent damage to (96 each) Weapons
Handling Lashing Strap Assemblies. It is preferable that the Contractor utilizes the shipping containers provided for delivery to the Contractor’s facility if the container is in good condition.
4.6 The Contractor’s work shall be governed by the completeness and quality of the work performed as summarized in paragraph 4.7, Table A, Service Delivery Summary.

5.0 Quality Assurance:
5.1 The Contractor is responsible for implementing and maintaining a Quality Control Plan (QCP) that identifies and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance and a copy of QCP shall be provided to the COR upon requested.
6.0 Government Furnished Property and Services:
6.1 GENERAL: The Government shall provide 96 each Weapons Handling Lashing Strap
Assemblies and 96 ea as outlined in paragraph 4.2 and 4.3. The Government shall not provide any other equipment, facilities or service to the Contractor.
6.1.1 RECORDS, DOCUMENTS AND WORK PAPERS: The Government shall not provide policies, technical information, technical reference manual and/or drawings of systems or equipment associated with the Weapons Handling Lashing Strap Assemblies supplied beyond those listed in paragraph 2.0
7.0 Contractor Qualifications/Requirements:
7.1 The Contractor shall have experience with Department of Defense (DoD) directives/regulations, policies and procedures.
7.2 Security Requirements: This contract does not require a security clearance level and clearance granted by the Defense Security Service (DSS). Should Contractor personnel receive or suspect they have learned of classified information beyond their level of clearance, the Contractor shall identify and immediately report suspicions to the COR.
7.3 Confidentiality: This project, all materials provided to the Contractor by the Government, test results, conclusions, and recommendations obtained thereof from the Contractor shall be considered Government property. The information shall not be disclosed, copied, modified, used (except to fulfill contract requirements) or otherwise disseminated to any other person or entity at any time to include, but not limited to, inclusion in any database external to the
Government without Government’s express consent.
8.0 Personnel:
8.1 The Contractor shall furnish personnel qualified to work on the weapon handling system to perform all work specified within this contract.
8.1.1 The Contractor is required to comply with Public Law 105-270, Section 5 (2)(A). This law states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of
Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per
Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.
8.1.2 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are contract employees and not DOD employees.
Contractor employees shall clearly identify themselves as a contractor (i.e. company shirt, pin, visible company identification, etc.) in a visible location as to who their employer is.
8.1.3 Contractor personnel shall not manage, supervise, direct, or task US military, DOD civilians or other personnel not associated with the Contractor while performing the tasks within this PWS.
8.1.4 Contractor personnel shall not make any commitment which commits the expenditure of US
Government resources.
8.1.5 The Contractor performing services shall be required to comply with all Pearl Harbor Naval
Shipyard & IMF rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.
8.1.6 Contractors shall not establish an employee-employer relationship with PHNSY & IMF under this PWS.
8.1.7 Contractors shall not provide personal services to PHNSY & IMF under this PWS. If contract employees are directed by any government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the COR.
8.1.8 Any contract employee who procures or attempts to procure commercial sex acts or contributes in any way to trafficking in persons, per the Federal Acquisition Regulations (FAR) 22.17, shall be immediately removed for the existing task on a PHNSY & IMF contract.
