About this file

This is a delivery schedule document for dairy products at FMC Devens Federal Medical Center, outlining requirements for deliveries beginning January 1st, 2025. The preferred delivery schedule is every Tuesday and Thursday between 7:30 am and 2:00 pm EST, though vendors can specify alternative schedules based on their routes.

The document specifies strict temperature requirements (34-40°F for non-frozen perishables, 0°F or below for frozen foods), palletization requirements, and kosher certification requirements ("kosher parve" marking mandatory). All deliveries must be complete to be considered compliant, with a three-day conditional acceptance period for inspection and testing. Vendors must provide replacement products within 24 hours if items are rejected, and rejected items must be picked up within two weeks at the vendor's expense. The document emphasizes that failure to meet delivery schedules or specifications may result in contract termination and removal from future consideration for awards.

Preferred delivery is every Tuesday and Thursday, but the delivery schedule is flexible to the specific vendor’s weekly routes. Please specify delivery schedule on solicitation. Deliveries must be made between the hours of 7:30 am and 2:00 pm

EST.

** Upon Award, the Food Service Warehouse must be contacted at (978) 796-1004 prior to delivery for approval or adjustments in delivery schedule. Delivery schedules will be strictly enforced. Failure to deliver within the established time frame will be considered as nonconformance to the terms of the contract and the contract may be terminated for cause. All orders must ship complete to be determined compliant. **

Items must meet specifications as indicated below and on the solicitation. All items will be closely inspected prior to acceptance. Receipt of delivery will be conditional for a period of three days to allow for adequate examination and testing. If product is not accepted, a replacement product must be provided within 24 hours. Failure to comply with specifications may be considered nonconformance to the terms of the contract and contracts may be terminated for cause. Items which are rejected must be picked up at the vendor’s expense within two weeks of notification of noncompliance. If refused and the product is not picked up within two weeks, it will be disposed of at the contractors expense.

All deliveries must be palletized.

All non-frozen, perishable foods must be delivered between 34 degrees F to 40 degrees F.

All frozen foods must be delivered at 0 degrees F or below. Any products that indicate prior thawing will be refused.

All certified religious diet items must be marked “kosher parve” on the package or the product will be refused. All items offered in the resulting contract must be certified by an accepted Orthodox Kosher certification agency from the United States or Canada and documentation confirming certification must be provided.

Vendors who fail to meet delivery schedules or specifications may be removed from future consideration for award due to past performance.
