About this file
The document is an instruction guide for submitting a quote through the COMMBUYS procurement system for the MDAR BID-FY23 Agricultural Technical Assistance Provider Master List contract opportunity in the state of Massachusetts. The Massachusetts Department of Agricultural Resources (MDAR) is seeking Technical Assistance Providers (TAPs) to serve as independent contractors and provide assistance to individuals, businesses, and organizations involved in Massachusetts agriculture. The RFR (Request for Response) document and other supporting attachments detail the requirements for submitting a quote, including completing the TAP Service and Rate Sheet, providing a cover letter and resume(s), and following the step-by-step instructions for navigating the COMMBUYS platform to create and submit the quote. The deadline for quote submission is not explicitly stated, but the instructions reference an "Open/Rolling Enrollment" bid, indicating the opportunity may remain open for an extended period.
The document does not provide details on pricing terms, set asides, or funding sources. However, it does mention that the awarded TAPs will be included on a master list to provide services as independent contractors. The instructions also emphasize the availability of COMMBUYS support resources, including a help desk, to assist vendors in the quote submission process.

• 1. RFR Document- AGR-TAP-FY23.pdf. This is the full RFR Document.
• 2. REVIEW ONLY- Additional Documents needed IF Contract is Awarded
These are the required forms that will need to be completed with your final Contract Package. Review each form but do not complete them at this time.

11. When you get the email confirmation that your quote has been accepted: That is when you know your Quote went through. Check your Junk Email folder as well. If you do not receive a confirmation-email your submission was not successful. Retrace the steps in the instructions or contact the COMMBUYS help desk.
12. Once you receive the confirmation email, please forward it to Dorothy Du, dorothy.du@mass.gov to be sure we are notified of your submission and begin the evaluation process.
