About this file
This is a Justification and Approval (J&A) document for a non-competitive sole-source contract award by the U.S. Navy.
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Sigonella is procuring mobile telecommunications services from Telefönica de España (Telefonica) for the Naval Station (NAVSTA) Rota, Spain, under a Firm Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) commercial contract. The contract will provide reliable, uninterrupted, around-the-clock mobile telecommunications services to support Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT), covering approximately 2,500 devices and associated infrastructure at NAVSTA Rota and worldwide locations for official and Class B-2 unofficial users. The ordering period runs from June 25, 2026, to June 24, 2031. The estimated total contract value is €2,316,372.19 (approximately $2,489,919.58 USD), with annual values ranging from €445,110.36 to €481,801.77. The contract will be issued in local Euro currency using the FY26 Budget Exchange Rate of $1.00 = €0.9303.
The Government has justified the sole-source award under 10 U.S.C. 3204(a)(1) based on extensive market research demonstrating that Telefonica is the only available source capable of meeting requirements. Telefonica owns and maintains the required infrastructure including cell towers, underground wiring, and PSTN trunks with ISDN PRI service at NAVSTA Rota, creating significant barriers to entry for alternative providers. Previous competitive solicitations and market research efforts, including a Sources Sought notice posted December 19, 2025 (with response deadline January 12, 2026), and a notice of intent to sole-source issued February 17, 2026, generated no viable competing proposals. The Government determined that fair and reasonable pricing has been established and committed to annual market monitoring through notices to the Government Point of Entry (GPE) to facilitate future competition if viable competitors emerge.

requirement. Since the telecommunications industry is ever evolving, a DD2579 was submitted for approval to fully compete the requirement, regardless of the non-responsive market. The DD2579 was rejected on the basis that the market research did not justify a competitive environment. Therefore, it was determined to pursue a sole source acquisition with Telefoníca, as they were the only source that was reasonably available.
Similar to the aforementioned market research intent, a Sources Sought notice in accordance with DFARS PGI 206.103-170 was posted to NECO and Sam.gov on 19 December 2025 with a response date of 12 January 2026, asking interested parties to respond to a questionnaire that contained key considerations for competitors to address in order to demonstrate competitive viability. Only one viable response was received from Telefoníca. The other two responses, from , provided capability statements with generic statements that did not address any aspect of the PWS, nor did they submit the questionnaire and respond to key considerations as required by the sources sought. The Government also attempted to contact the only interested party in the past ten years, via e-mail and direct telephone call with no response to either communique.
Accordingly, the Government issued a synopsis in SAM.gov on 17 February 2026 stating that after consideration of the market research results, the Government intended to issue this contract on a sole source basis to Telefoníca. The notice provided a copy of the Performance Work Statement and asked parties that disagreed with the decision to contact the Contract Specialist and Contracting Officer no later than 23 February 2026. At closing, no interested parties contacted the Contract Specialist or Contracting Officer to express disagreement with the Government’s decision.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable.
8. Actions Taken to Remove Barriers.
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.104-71, the prior J&A, # 21-0173 is included for determining whether the planned actions to remove any barriers to competition were completed. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.104-72.
The Government had previously initiated actions to remove barriers to future competition by reasonably facilitating other sources’ efforts to achieve capability as documented in the previous J&A. The Government posted a sources sought, directly contacted potentially interested parties, and posted a notice of intent to sole source, all with no responses. Industry interest to conduct technical interchanges, site visits, and signal studies are currently non-existent.
The Government will continue to monitor the market to facilitate industry exchanges on a yearly basis by posting notices to the GPE and will consider competing a new contract if or when a viable competitor emerges.
