JUSTIFICATION FOR SOLE SOURCE (<SAT)
The service or material listed on N5702321RCHQ157 is sole source and competition is precluded for reasons indicated below. There are no substitutes available for this material or service.

SERVICE REQUESTED:
Install new network cabling in COTF building CA-10, 90 Division to include the following:
Qty (50) outlets. Each outlet will consist of (1) Category 6A shielded riser rated cable (yellow or red), (1) category 6A shielded jack and (1) 2-port surface mount box. The color of the cable for each outlet will be determined before the install begins. 45 of the cables will run to the existing cabinet designated during the site visit and 5 of the cables will run to the existing cabinet adjacent. Both cabinets are located in the vault. Each outlet will have latch duct installed on the wall from ceiling to the surface mount box.
Qty (2) 48 port Category 6A patch panel with Category 6A shielded jacks for each work outlet installed. One yellow panel and one red panel.
Qty (2) 24 port Category 6A patch panel with Category 6A shielded jacks for each work outlet installed. One yellow panel and one red panel.
Qty (4) Horizontal wire manager for patch cords to be routed to equipment.
2-inch j-hooks for each network (yellow and red) from the vault out to the outlets. Each pathway will maintain separation from each network (yellow, red and green) Sleeves for each wall penetration for each network. Networks shall not share the same j-hook pathway or enter the same sleeves.
Ladder tray from wall to existing cabinet for cable support and aesthetics.
Demo old cables after the new cables are tested and cut-over.
Install new network cabling in COTF building CA-495 to include the following:
Install quantity (109) category 6A shielded cables in building CA-495. Existing cables coiled above the ceiling will be used when possible. The category 6A cables will route
FAR 13.106-1(b) 2 of 3 from the telecom closet to the outlet or zone enclosures. The existing coiled cables will be assessed to determine which cables can be re-routed to certain areas for use.
Install quantity (2) zone enclosures in the raised floor training areas. The zone enclosures will feed the raised floor training area. Each zone enclosures will have quantity (1) 48 port patch panel.
Install quantity (1) 7 foot wall mount swing cabinet with power strip and fans. The cabinet will house quantity (3) 48 port patch panels and quantity (1) fiber optic patch panel.
Install quantity (4) horizontal wire manager for patch cords to be routed to equipment.
Install 2-inch j-hooks for will be used where needed above ceiling.
Install 12-inch communication tray under the raised floor for to manage horizontal cabling.
Install ladder tray from wall to existing cabinet for cable support and aesthetics.
Terminate the existing coiled fiber optic backbone cable inside the new cabinet along with the existing 50 pair copper backbone.
Route the fiber optic backbone cable located outside of CA-10 into the server room utilizing existing pathways.
Remove all old communications cables that are not active.
_X___ Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
It would be in the best interest of the government to continue this work with the contractor who was previously awarded the contract and completed all the network cabling in COMOPTEVFOR building CA-10 and CA-495 under contract N0018919P0253. If another vendor was selected to finish the work, the impact to the government and the mission of COMOPTEVFOR would be significant. The previous contractor who completed all the new existing network cabling in building CA-10 and some cabling in building CA-495 already has an in-depth knowledge of the building, networks, cable requirements, network cabling paths, network connection points, and network outlets. If a new contractor is awarded the contract, significant additional time would be required to orientate them with the network and requirements and that time and additional cost would be passed on to the government. The previous contractor already completed a site survey and knows exactly what work needs to be accomplished. There is also the risk to the government that the work would not be similar to and compatible with the existing network cabling already completed.
