About this file
This is a Justification for Other Than Full and Open Competition document issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7L126R0095. The acquisition seeks 961 kits of Run-Flat Kit, Insert (NSN 2640-015631421) as a one-time, fixed-quantity buy under a firm-fixed-price contract using FAR Part 15 procedures. The supplies are spare parts for the Parent WSDC for All Army MRAP weapon system.
The acquisition is restricted to four approved sources based on statutory authority under 10 U.S.C. 3204(a)(1): Hutchinson Industries (CAGE 62161), ND Defense LLC (CAGE 338X5), Shyft Group USA (CAGE 36MV0), and Oshkosh Defense LLC (CAGE 75Q65). These are identified as the only sources with the capability to furnish form, fit, and functionally interchangeable spare parts and currently approved by the design control activity. The justification cites AMSC code R, indicating the Government does not own the data or rights needed to purchase from additional sources and it would be uneconomical to reverse engineer or obtain such rights. Market research efforts included a Sources Sought Notice posted to SAM.gov on 05/04/2026 for five business days and a market survey sent on 04/28/2026 with follow-up on 05/01/2026, neither yielding additional interested vendors. The last procurement occurred on 12/10/2025 from Hutchinson Industries at $3,415.85 per kit. The Contracting Officer determined the item non-commercial based on the absence of published catalog pricing and will conduct price analysis against historical pricing and data submitted by offerors. The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days, with a synopsis exception cited for unusual and compelling urgency. The justification was signed by the Contracting Officer on 05/15/2026 and requires no additional approvals as the estimated contract value does not exceed $10,000,000.

The use of the authority at 10 U.S.C. 3204(a)(l) is based on:

SOLICITATION NO.: SPE7L126R0095
Summary of information received relevant to sourcing (i.e., dealer/manufacturer; intended manufacturing source): None
Procurement History:
• The last procurement was on 12/10/2025 from Hutchinson Industries (62161) for a quantity of 126 KT at a unit price of $3,415.85 KT.

General Internet Search:
• A general internet search for potential manufacturing sources other than those listed above Section 5 above yielded the following results: None
• No results were returned on GSA or CID database. Market research did not yield any readily available published catalog price lists, schedules, or other form of commercial pricing that are regularly maintained and updated by a manufacturer or vendor, and that are available to the general public for inspection. There is no evidence of sale prices at which sales were made to a significant number of buyers constituting the general public. 10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made: The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process for submitting an alternate offer on the current procurement and requesting evaluation of an alternate product's technical acceptability for future procurements of the same item.
DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
