About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for the Defense Logistics Agency (DLA) Land and Maritime. The procurement is for 42 units of a gyroscope control (NSN 6615-012444250) for the F-15 Eagle aircraft, with BAE Systems Controls (CAGE 89954) identified as the sole approved source. The acquisition is being conducted under FAR 6.302-1, citing unique engineering source approval requirements and the need to maintain part quality through the original manufacturer.

The document details market research efforts, including a Sources Sought Notice on SAM.gov (04/01/2025) that received no responses and a market survey (04/18/2025) where Kearfott Corporation declined to bid. The solicitation will be synopsized on 04/25/2025 and posted to DIBBS for 30 days. DLA Land and Maritime encourages potential alternate sources to contact their Source Approval Monitor for evaluation, with the solicitation containing provisions for submitting alternate offers. The contract is for a one-year base period with a firm-fixed price, and the total estimated value is not explicitly disclosed in the visible portions of the document.

[X] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[X] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On 03/17/2025, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.
