PERFORMANCE WORK STATEMENT (PWS)

Pager Network Services for Pearl Harbor Naval Shipyard

& Intermediate Maintenance Facility (PHNSY & IMF)

1.0 BACKGROUND

1.1 The primary mission of PHNSY & IMF is to deliver regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight."

As Hawaii’s regional maintenance center, capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and decommissioning of Navy vessels.

2.0 OBJECTIVE & SCOPE

2.1 PHNYS & IMF seeks a contractor to supply 663 alphanumeric pagers along with service support necessary to provide a fully functional paging network. The types of services required include the following: Customer service support; disseminate alphanumeric messages to multiple pagers simultaneously with the ability to target specific groups; backup systems to prevent disruption of services; provide continuous operations support and ensure uninterrupted messaging service. PHNSY & IMF imposes a unique challenge with its pre and post war heavily reinforced concrete structures throughout the base premises.

3.0 PERFORMANCE REQUIREMENTS

3.1 The contractor shall supply 663 alphanumeric pagers along with service support necessary to provide a fully functional paging network. The types of services required include the following: Customer service support; disseminate alphanumeric messages to multiple pagers simultaneously with the ability to target specific groups; backup systems to prevent disruption of services; provide continuous operations support and ensure uninterrupted messaging service. The contractor shall provide all the necessary resources and infrastructure to manage, perform, and administer the contract. The contractor shall be responsible for insuring all services under this contract are in accordance with the terms and conditions outlined herein and conform to the specifications within this Performance Work Statement (PWS)

3.2 Pager Hardware Equipment Capabilities

The contractor shall provide pagers with the following capabilities:

• Display and receive alphanumeric characters (80 characters per message) in dark conditions.

• Receive and store up to 16 messages.

• Capable of receiving messages within PHNSY & IMF and the island of Oahu.

• Advance mode that allows scrolling through memory slots and the function to lock and delete messages.

• Compatibility with computer software which allows the user to send the same alphanumeric message to multiple pagers.

• Battery operated and shall include the initial operating battery for each pager unit.

• Complete set of operating instructions.

• Group-call capabilities whereby the pagers can be accessed simultaneously by dialing one (1) phone number.

• Clip or similar device which enables the user to attach the pager to a belt or purse.

• Audio and visual alert to indicate the receipt of a page.

• Low-battery indicator that signals when the battery requires replacement.

• Duplicate message detection that prevents duplicate messages from taking up additional memory storage space.

• Silent mode that allows receipt of pages without activating the audio alert tone and vibrate to indicate incoming page.

• Reminder tone or vibration to remind the user when pages have been received but not read.

3.3 Paging Network Service

The contractor shall provide a secure network for data transmission to all pagers. The contractor shall also implement security protocols for privacy and network integrity.

3.3.1 a) Selective Notifications

The contractor shall provide the government the ability to notify select personnel or groups of people based on the nature of events. This feature will include facility alarms integration into the pagers.

b) Critical Alert Notifications

The contractor shall quickly disseminate emergency or critical communications to all pagers activated during the time of notification.

3.3.2 Signal Strength

The contractor shall ensure the signal strength provided is reliable and reception of paging/message transmittal meets the established requirements of the PWS.

3.3.3 Site and Infrastructure Considerations

a) The contractor shall provide the necessary resources and infrastructure to perform the requirements of the PWS.

b) The contractor shall ensure that installation of any signal boosting repeaters/amplifiers/antennas and other related equipment does not violate the restrictive, unique, and historic designations throughout PHNSY & IMF.

c) The contractor shall recognize the historic designation of the designated buildings within the grounds of PHNSY & IMF and shall coordinate installation of repeaters/amplifiers/antennas and associated equipment prior to execution. Due to the restriction of mounting or modifying fixtures on such buildings, the contractor shall utilize non-invasive methods to meet the PWS requirements.

3.4 Service Reports

The contractor shall provide a Notification Analysis Report (NAR) that displays the following at a minimum:

• Audit trail of all notifications (including date/time stamp) from origin to recipients

• Notification effectiveness

• Chokepoints hindering information flow

• Trends/analysis to improve organizational response efforts

The contractor shall provide a NAR to the Technical Point of Contact (TPOC) and Contractor

Officer’s Representative (COR) by the 5th business day of each month. The format of this report shall be in Adobe PDF format.

3.4.1 Account Access

The contractor shall provide the government access to web-based account information regarding pager activity and services relevant to this contract.

3.5 Provide Technical Support

3.5.1 Establish, Staff and Maintain Helpdesk

The contractor shall maintain a service reception desk, to provide remote assistance, attended continuously during regular hours Monday through Friday, 8:00 AM-8:00 PM, Eastern Standard Time except U.S. federal holidays to facilitate inquiries related to maintenance services and replacement for lost or damaged pagers.

The contractor shall ensure helpdesk inquiries are resolved within one (1) business day of submission. The contractor shall provide a contact number to accommodate inquiries after regular working hours for maintenance services.

The contractor shall provide a point of contact and phone number after regular working hours for maintenance services.

3.5.2 Backup System

The contractor shall provide a backup system to prevent loss of paging services. The contractor shall notify the TPOC at least 48 hours prior to any planned network outages.

3.5.3 Transmitter Failure and Maintenance

The contractor shall respond within 48 hours of notification for transmitter failure and maintenance.

4.0 QUALITY CONTROL PLAN

4.1 The contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QCP is the means by which the contractor assures that work complies with the requirement of the contract.

4.2 The finalized QCP will be accepted by the government at the time of the award of this requirement.

The Contracting Officer (KO) or COR may notify the contractor of required modifications to the plan during the Period of Performance (POP). The contractor shall then coordinate suggested modifications and obtain acceptance of the plan by the KO. Any modifications to the program during the POP shall be provided in writing to the KO for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the government's review and approval. The government may find the QCP "unacceptable" whenever the contractor's procedures do not accomplish quality control objective(s). The contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."

5.0 TRANSITION PLAN

5.1 The contractor shall submit and adhere to the transition plan submitted as part of the proposal and keep the government fully informed of status throughout the transition period. Throughout the phase-out period, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the functionality and performance of the pagers and paging network system. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-out period.

6.0 GOVERNMENT FURNISHED MATERIALS

6.1 No government equipment and material will be provided.

6.2 Due to the nature of the contract execution, the government will provide relevant information that will allow the contractor to establish, modify, or update the pager system network throughout the duration of this contract.

7.0 CONTRACTOR QUALIFICATIONS

7.1 The contractor shall ensure all contractor personnel have qualifications specific to their duties, which shall be supported by licenses, permits, tests, statements of competency, or other documentation.

Contractor shall retain records of those qualifications and provide when requested by the government within five (5) business days.

7.2 All vehicles provided for performance under this contract shall have current State of Hawaii permits, licenses, safety checks, registration and insurance. Vehicles shall be clearly marked with the contractor’s name.

7.3 The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management. The contractor must maintain continuity between Code 109 TPOC, the COR and the contractor’s corporate offices. The contractor shall provide a project manager who shall be responsible for the performance and quality of meeting the requirements of this PWS. The project manager or alternate shall have full authority to act on behalf of the contractor on all contract matters relating to operations of this contract.

7.4 The contractor shall have a single point of contact between themselves and the government to support and meet the requirements of the PWS.

8.0 CONTRACTOR PERSONNEL

8.1 All contract personnel attending meetings, answering government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Each contractor employee shall clearly identify themselves as contractor employees by means of company shirt, pin, or other visible company identification means in a manner that is visible at all times. Shipyard security badges shall be warn at all times.

9.0 HOURS OF OPERATIONS

9.1 The contractor shall perform onsite repair service work required under this contract during the following hours: 0630-1500 HST, Monday thru Friday, excluding Federal Holidays or any days mandated as furlough days. If any additional hours are required, the contractor should contact the KO for approval. Upon approval, the government TPOC shall be present with the contractor.

9.2 For all emergency deliveries, after receiving authorization, contact the government TPOC prior to delivery for access to JBPHH.

9.3 If a holiday falls on a Saturday, the holiday is observed on the preceding Friday. If a holiday falls on a

Sunday, the holiday is observed on the following Monday.

9.4 Federal Holidays:

9.5 PHNSY& IMF Commercial Truck Gate Access, outside of the normal business hours at the Halawa

10.0 ENVIRONMENTAL PROTECTION, HEALTH & SAFETY

10.1 Contractor Compliance: The contractor shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the contractor's safety and health program.

The Department of Defense (DOD) participates in the OSHA Voluntary Protection Program (VPP).

Contractor personnel performing services on a DOD installation shall participate in the local VPP.

10.2 Contractor shall comply with Safety and Health work practices for PHNSY &IMF, specified in

Appendix I.

10.3 Contractor shall comply with environmental guidelines for PHNSY & IMF, specified in Appendix II.

11.0 SECURITY REQUIREMENT & VISITOR PASS

11.1 Prior to the start of work, the contractor shall provide the COR (on company letterhead) a request for access to PHNSY & IMF and include the following information – full name of all personnel working on this contract; Social Security number; date of birth, place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file if required for examination.

11.2 The contractor shall pass a background check to gain access PHNSY & IMF. The contractor’s employees must be a U.S. Citizen and registered with the Defense Biometric Identification System (DBIDS). The contractor shall coordinate with the TPOC or COR to obtain a gate pass at Building 3455 Pass Office. Only those individuals with favorable investigations shall be utilized on this contract. Contractor will coordinate with building 3455 Pass Office in the completion of current form

SECNAV 5512/1.

11.3 Contractor personnel must meet the requirements for a “green” badge for access to areas requiring services related to this contract. Access to CNIAs and NWAs must be coordinated with the appropriate department’s security coordinator to ensure that the area is sanitized and the escort is properly briefed or familiar with the area. Contractor will coordinate with PHNSY Security Office at building 207 in the completion of Visit Request for Pearl Harbor Naval Shipyard current form PH-

SYD 5512/28.

11.4 Security Requirements: This contract requires a security clearance level and clearance granted by the Defense Security Service (DSS). Contractor shall comply with Security requirements specified in Appendix III.

11.5 Should contractor personnel receive or suspect they have learned classified information beyond their level of clearance, the contractor shall identify and immediately report suspicions to the COR.

11.6 Badges/DBIDS cards: The contractor shall establish and implement methods of making sure all badges/DBIDS cards issued to the contractor by the government are not lost or misplaced and are not http://www.osha.gov/dcsp/vpp/index.html used by unauthorized persons. No badges/DBIDS cards issued to the contractor by the government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the QCP. Such procedures shall include turn-in of any issued badges/DBIDS cards by personnel who no longer require access to security areas. The contractor shall immediately report any occurrences of lost or no longer needed badges/DBIDS cards to the KO or COR.

11.7 Disclosure of Information: OPSEC compromise is the disclosure of Critical Information (CI) or sensitive information which has been identified by the Command and any higher headquarters that jeopardizes the unit’s ability to execute its mission or to adequately protect its personnel and equipment. The contractor and all associated employees under this contract will understand the following:

a) The contractor shall not release to anyone outside the contractor’s organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless—

(1) The Contracting Officer has given prior written approval;

(2) The information results from or arises during the performance of a project that involves no covered defense information (as defined in the clause at DFARS 252.204-7012 ) and has been scoped and negotiated by the contracting activity with the contractor and research performer and determined in writing by the contracting officer to be fundamental research (which by definition cannot involve any covered defense information), in accordance with National Security Decision Directive 189, National Policy on the Transfer of Scientific, Technical and Engineering Information, in effect on the date of contract award and the Under Secretary of Defense (Acquisition, Technology, and Logistics) memoranda on Fundamental Research, dated May 24, 2010, and on Contracted Fundamental Research, dated June 26, 2008 (available at DFARS PGI

204.4 ).

b) Requests for approval under paragraph (a)(1) shall identify the specific information to be released, the medium to be used, and the purpose for the release. The contractor shall submit its request to the Contracting Officer at least 10 business days before the proposed date for release.

c) The contractor agrees to include a similar requirement, including this paragraph (c), in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Shipyard Contracting Officer.

d) The contractor and its personnel should realize that disclosure or compromise of CI to unauthorized persons, whether willfully or through gross negligence, carelessness, or indiscretion, may cause the loss of the security clearance of personnel assigned to the contract.

e) The government reserves the right to direct contractor employees to be removed from work, directly or indirectly, action shall be made whether or not the cause is deemed of sufficient severity to warrant action to terminate the contractor’s facility clearance or individual’s security clearance.

f) The government also reserves the right to remove any contractor for the purpose of conducting any investigation of alleged misconduct which may, in the opinion of the Contracting Officer, jeopardize the security of the project. Whenever there is probable cause to believe that such action is warranted in the interest of national security.

g) Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government CI, Business Sensitive, Company Proprietary information related to this contract must be immediately reported to the Contract Company, FSO and PHNSY & IMF

CSM.

h) The contractor and its personnel shall notify the PHNSY & IMF Subject Matter Experts, the

Contracting Officer and the Shipyard CSM immediately of all known and suspected compromises of critical information. If they are not able to be reached, the contractor shall notify the Command Duty Officer at 808-368-0197.

i) Adherence to this OPSEC requirement is the responsibility of contractor personnel working under a PHNSY & IMF contract. All personnel are responsible for the successful implementation of this contract

12.0 PERFORMANCE ASSESMENT

12.1 The contractor shall be aware that the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the government under any other provision of the contract. The contractor shall ensure the following service summary requirements are accomplished.
