About this file
This Justification and Approval (J&A) document is for a sole-source contract by NAVSUP Fleet Logistics Center Jacksonville to refurbish two Shipboard Helicopter Handlers, Extra Low Profile (SHH/ELP, A/S32A-47) assemblies. The requirement involves repairing defective parts to Original Equipment Manufacturer (OEM) specifications, specifically through Curtiss-Wright Fleet Solutions, which acquired INDAL in 2005. The contract will use Fiscal Year 2025 Other Procurement funds, with a delivery date of December 24, 2026.
The contract is being awarded under simplified acquisition procedures without full and open competition, as Curtiss-Wright Fleet Solutions is the sole source for these proprietary items. The technical cognizance has concurred with the recommended repairs, and the Contracting Officer has determined the anticipated cost to be fair and reasonable. While there are currently no plans to compete this requirement due to the proprietary nature of the items, NAVSUP FLC Jacksonville will assess potential competition if another source emerges in the future.

In accordance with a letter from Curtiss-Wright Fleet Solutions dated 11 March 2025, "Curtiss- Wright Fleet Solutions is the OEM repair for the Mantis Handler product line. INDAL is the sole source for the items contained in this quote and drawings for same are proprietary to us." INDAL

If any other potential source emerges, NAVSUP FLC Jacksonville will assess whether competition for future requirements is feasible.
